Project Summary

Given the remarkable contribution of the “One Village One Product” (OVOP) approach to the rural and remote areas for sustainable and inclusive development in many APEC member economies (especially developing ones), and increasing challenges faced in promoting greater access to regional and global markets of OVOP, this project aims to leverage the opportunities brought  by e-commerce, address the challenges as well as develop capacity building through sharing experiences in promoting OVOP via e-commerce.

The project is aligned with the APEC priorities in pursuing sustainability, inclusion and innovation as stated in the APEC Leaders’ 2021 Declaration.

A 2-day hybrid workshop () is proposed to be held subject to specific situation due to the COVID 19.

Relevance

Relevance - Issues: Since the first launch of OVOP in Japan in 1979, in the last three decades, the OVOP movement has been strongly widespread across a great number of economies, especially developing economies thanks to its significant contribution to rural and remote area development and inclusive growth.

In the digital era, it is inevitable and essential to harness e-commerce to promote the OVOP more efficiently in the context of increasing competition. However, it is a hardship for the OVOP promotion in general, the “villagers” in particular when they want to harness e-commerce due to a great number of challenges such as inadequate infrastructure, transport and logistics, and disruptions in the supply chains (problems in payment systems, delivery issues, , digital literacy and information asymmetry[1].

This project aims to address the above challenges in e-commerce that the OVOP approach might encounter in their development through providing capacity building, and sharing experiences to overcome those challenges.

Eligibility and Fund Priorities: The Project would seek funding from the General Project Account (GPA). It should be eligible for the GPA since it supports the GPA’s priorities such as “promoting inclusive and sustainable growth (including for Recovery)” and “pursuing innovation and a digitally-enabled recovery”.

Capacity Building: This project aims to provide capacity building for APEC member economies through sharing experiences, and expertise in how to leverage e-commerce to promote the OVOP movement in the region, which contributes to sustainability and inclusion for more vulnerable groups such as those in rural and remote areas. It is especially meaningful in the context of COVID 19 when the vulnerable are most negatively affected.

Objectives

The objective of this project is to share experiences and improve capacity building for APEC member economies on how to promote “One Village, One Product” approach in rural and remote areas in the region for inclusive growth through harnessing e-commerce in the Digital era.

Alignment

Alignment to APEC: This project is in line with the APEC Leaders’ Declaration 2021 that is committed to sustainability and inclusion through supporting “the wellbeing and security of all of our people, and their equitable participation in the economy, so that no one is left behind” and through “pay particular attention to the economic empowerment of other groups with untapped economic potential” including those in rural and remote areas to “improve access to global markets”.

It is aligned with the Putrajaya Vision that is committed to “foster quality growth that brings palpable benefits and greater health and wellbeing to all, including MSMEs, women, and others with untapped economic potential” to “ensure that the Asia-Pacific region is resilient to shocks, crises, pandemics and other emergencies”. The Aotearoa Action Plan (APA) also stresses that APEC develops work on supporting groups with untapped economic potential, such as indigenous peoples as appropriate, people with disabilities, and those from remote and rural communities.

Also, this project is in line with the APEC Leaders’ commitments to pursue and promote digital connectivity and innovation: “Digital connectivity and innovation are critical across our efforts towards an inclusive, resilient and sustainable recovery” and “We need to continue to narrow the digital divide by promoting digital skills, encouraging the adoption of innovative working methods, expanding access to digital tools and infrastructure, and ensuring our MSMEs and start-ups are able to harness new and emerging technologies and digital eco-systems” as stated in the APEC Leaders’ 2021 Declaration.

This project focuses on promoting OVOP to help people in rural and remote areas explore and exploit their potentials into practice through enhancing their capacity to access bigger markets with the support of e-commerce.

Alignment to Forum: One of the CTI’s key priorities is to promote innovative development and inclusive approaches. This project aims to promote the OVOP approach to enhance rural and remote areas development, which is expected to significantly contribute to sustainability and inclusive growth through promoting sustainable development in rural and remote areas with a focus on innovative and high potential products and through the leverage of e-commerce.

A Hybrid workshop or a  

Physical workshop  

The workshop is proposed to take place in 2nd quarter in 2023 (possibly in April 2023) . Given the possible uncertainties due to restrictions on travel requirements and Covid-19 developments, we would like to propose hybrid since it would help to reach more participants within a rational budget as well as to address potential uncertainties. The PO will work to make sure it is most value for money, and highest quality.

In case of hybrid, the PO will note to design the agenda to fit both online and in-person participants (online participants will participate about 3 – 4 hours per day and the structured sessions are based on one-way flow of information to be most accessible for online participants – these include the keynote speech, speaker presentations and panel discussions (including moderated question and answer sessions. For in-person participants, practical sessions that involve unscripted and interactive activities will be included.

Those activities include small group work to drill down into case studies or policies, or brainstorming exercises to identify solutions, opportunities and recommendations). However, in case that risks due to the COVID-19 and travel restrictions are cleared, we would like to propose  a physical workshop.

The PO would like to consult with APEC by the end of this year (2022) about the mode and will seek approval for amendment of the project if yes.

Regarding the agenda, the PO will work closely with the contractor. In principle, the agenda should include sessions that portray an overview of OVOP in APEC member economies, issues related to legal, policy and regulatory barriers and requirements for OVOP implementation; discussions of best practices, lessons learned and opportunities for information sharing between APEC economies on OVOP; and brainstorming to develop key and consistent messages to promote the uptake of OVOP in APEC economies, etc.

All APEC member economies’ representatives will be invited to attend as speakers or participants. The Workshop will identify challenges and how to address those challenges to help people and businesses in rural and remote areas best harness OVOP through e-commerce.  

A Background paper

A background paper will be shared to provide background knowledge and promote discussion for participants. The background paper might include principles of OVOP, an overview of OVOP implementation ( successful or unsuccessful cases) in some APEC member economies, experiences and lessons sharing for the purpose of further discussion. The PO will work in details with the consultant on the background paper. The background paper is expected to be from 8 – 15 pages.

Workshop Summary  

Report  

The Report will contain presentations provided by speakers as well as present substantive content such as the best practices, recommendations, case study examples and lessons learned from where OVOP has been implemented, tailored for an APEC audience, as well as the key messages and approaches to promoting OVOP (as per the stated outcomes for the project).

At least 6 recommendations will also be presented in the Report.

The Workshop Summary Report is expected to be from 20 – 25 pages.  

Outcomes: The participants are expected to gain a more in-depth understanding of the OVOP model/approach including optimum environments for successful design and implementation. 

It is expected to gain broad dissemination and promotion of OVOP information and resources within relevant organizations and stakeholders in APEC economies, based on sharing of information, resources and implementation of recommendations and actions arising from the Workshop.

The outcomes will be measured by a post-workshop evaluation/survey, details as in Section C, item No. 11.

Beneficiaries: The project will primarily aim to target:

1) Local authorities/ Government officials that are in charge of or involved in promoting rural development, e-commerce, and digital economy. Those who are directly or directly involved in the OVOP movement in states/provinces/villages for at least 1 year will be encouraged to participate. The participants’ profile requirements will be sent to the forum 8 weeks before the Workshop.

2) Relevant associations with relations to rural and remote areas development, artisans and/or OVOP (farmers, MSMEs, handicrafts, representatives of creative economy, …) (through these associations, it is expected that capacity building will be spread to other specific stakeholders such as farmers, villagers, and so on that are involved directly in OVOP programs). For example, local business associations with relations to artisans/households in textile, handicrafts, etc.

3) Regional and international organizations or academic institutions will also be invited to present on the OVOP model and its success or implementation.

4) Secondary beneficiaries (who will benefit indirectly, through the application of recommendations and actions arising from the project outputs) might be MSMEs, female MSMEs owners, the small households in the rural areas who are involved in OVOP programs in their communities.

Dissemination

Hard copies will be provided to all the workshop participants. The electronic publication will also be used to disseminate the workshop’s documents widely. APEC’s official website will be the main one to upload the documents. The workshop’s summary report (about 20 – 25 pages) will be shared on the APEC project data base, and remain as an APEC publication. 

Other Vietnamese Ministries’ websites (e.g.: the Ministry of Industry and Trade) could also be used to disseminate the information with a hyperlink to the APEC website. 

A press release on the Workshop will be published in Vietnam’s media mass (Viet Nam News, Viet Nam News Agency, Economics Times, etc.,). It will also be sent to business associations, research centers, etc. to attract  attention to the event to encourage people to visit the documents online. 

There is no intention to sell outputs arising from this project.

All the reports and related communication materials will comply with APEC Publications, IP, and Logo Guidelines. 

The workshop summary report will be published as an APEC publication. It will be noted that personal data (name, gender, economy, social media handles, name of employer, etc.) of project participants (including speakers, experts, and contractors) does not appear in any APEC Publication or APEC project report (such as Summary or Final Reports) produced in relation to this project.

Gender

The gender issue is seriously taken into account by the project proponent. Women are involved in the development of this proposal and both men and women will get equal opportunities to participate in the project implementation including in the process of preparatory stage, consultation and direct labour, etc. In addition, to address gender concerns and make sure that men and women are engaged efficiently in the workshop, the evaluation form delivered at the end of the workshop will include information on gender to aggregate for project assessment. 

Female participation as speakers or delegates to the workshop will be encouraged based on the highest efficiency of the project. The organizers will make sure that women are most encouraged and created favorable conditions to take part in and contribute to the workshop by disseminating information and invitation to as many women as possible. For example, invitations will be sent through APEC PPWE (Policy Partnership on Women and the Economy), female business associations of Viet Nam and APEC member economies if available to invite and draw their attention to the workshop.  

Female leaders will be prioritized to be invited as speakers to the workshop. Among other criteria such as expertise, experiences, contributions, female leaders from enterprises, SMEs associations will be prioritized to join and be funded to attend the workshop. It will target to reach 50% of female participation in this project if efficient. The female speakers are also aimed at 50%.  

This project will promote women economic empowerment with a focus on leadership, voice, and agency since “they are valued as contributors, professionals, and leaders in the private, not-for-profit, and public sectors” (APEC Guidebook, Appendix G)  

PO is committed to collecting sex-disaggregated data for all speakers and participants at the project event. This data will be included when submitting a Completion Report to the Secretariat upon completion of the project, as well as providing guidance to future POs on their own gender parity targets. This data will be used to assess compliance with the project’s gender targets at the conclusion of the project, with performance data shared with APEC members.

Quality of speakers  

The  Organizers will work closely with economies to nominate and invite the most suitable speakers for the workshop.  Invitations to speakers and participants will be delivered at least 2 months prior to the workshop to make sure that conflicts of engagement will be addressed.

Right participants 

To make sure that the right participants are nominated to attend the Workshop, the Organizers will consult with co-sponsoring and APEC member economies to set criteria for participants. Participants should be governments’ officials, relevant associations, and their members. The invitation will be sent through CTI, DESG, SMEWG, PPWE and ATC. For the host economy, the workshop is free open to the relevant associations and their members including farmers/villagers/household businesses, etc.

Quality of the Workshop Summary Report  

The consultant will be the key person to be in charge of developing the workshop summary report. She/He will have about 1 month to draft the workshop summary report, and then circulate the draft for comments among speakers and participants, send the draft to CTI for further comments to revise it before having it endorsed. Linkages

CTI will be the group that oversees this Project and will be responsible for disseminating information about the Workshop to APEC member economies. The outcomes of the Workshop will be submitted to CTI for consideration and further action.

The PPWE, DESG, and SMEWG will also be consulted and called for cooperation during the development and implementation of this project given the fact that a majority of women and MSMEs are possibly involved in the course and there will be a need to acquire knowledge and expertise in the area of the digital economy.

Sustainability

Following the workshop, participants are expected to have more in-depth knowledge and experiences how to harness e-commerce to promote OVOP. 

To make sure that the workshop meets its objectives, the organizer will report to and seek approval from CTI for the recommendations in particular and the workshop summary report in general. Based on the recommendations from member economies, the organizer will consider proposing new activities/initiatives to follow up the outcome of the project. 

The Organizer also considers proposing the phase 2 of the project based on the participants’ recommendations. The networking will be used to review the implementation of recommendations.

Ms. PHAM has directly involved and contributed to the economic and trade integration of Viet Nam over the last 20 years. She has involved in APEC cooperation in the past years and served as Viet Nam SOM in 2015 and 2016; and Viet Nam Alternative SOM in last 2017. Ms Mai has been Viet Nam Senior Official to APEC since 2018.
