Project Summary |
COVID-19 has disrupted the labor markets globally, especially sectors historically more accessible to women such as travel, tourism, and service sectors. As digitalization has become integrated into all facets of people’s lives and continues to stretch into uncharted waters, new demands and challenges are driving all APEC economies to incorporate new models of technology (AI)-enabled and talent-driven competition. Our 2023 Workshop is geared to address such issues by first looking into the digital talent demand in APEC economies and beyond, and continue with the transformational technology in inclusive talent development. Our primary goal is to develop a market-responsive program that enables education institutions and industries to engage with the modern digitalized world. The Workshop will also accentuate government-industry-academia collaboration to harness the power of digital technology to further expand to the evolving AI-embedded talent training to entrench the APEC economies in shared and inclusive prosperity. The proposed project aligns with APEC 2022 Thailand theme “Open. Connect. Balance” and “APEC Internet and Digital Economy Roadmap.”

Relevance |
Issues: As noted in the “2021 APEC Women and the Economy Dashboard”, women have undergone severe losses from the economic fallout bought about by the COVID-19 pandemic. COVID-19 has disrupted global labor markets, particularly in female-dominated travel, tourism and service sectors. Our project echoes with Thailand’s theme “Open. Connect. Balance.” and call for a much coordinated action to tackle the inequalities and imbalances within our region, with its focus on promoting government-industry-academia collaboration to harness the power of digital technology and inclusive growth of economy. The APEC region faces a shortage of digitally-skilled workers, which will impact productivity and growth leading to job losses, especially after the COVID-19 pandemic. Women, who statistically have less access to tech-sector jobs, are particularly vulnerable in an increasingly digital economy. As reported in the “2021 APEC Women and the Economy Dashboard”, discussing the state of female employment in the modern economy and the unequal impact of COVID-19 on women. McKinsey (2020) estimates that women account for 54 percent of COVID-19-induced job losses globally, with women’s jobs being almost twice as vulnerable to the pandemic compared to men’s jobs. The rate of unemployed youths in APEC is higher than the global average. Following APEC’s vision, the “Putrajaya Vision 2040” and the “Aotearoa Plan of Action” guide the implementation of practical means to create an open, dynamic resilient and peaceful Asia-Pacific community, “We would like to see the APEC economies more equipped to respond to future crises and achieve better and more inclusive economic growth in the future,” Deputy Prime Minister Jurin concluded in the 2022 APEC Ministers Responsible for Trade Meeting. Developing qualified talent to meet industry needs in this fast-changing economy is very crucial for academia and would lower unemployed rates in both these cohorts. Thus, digital ability reskilling and upskilling with the premise of inclusiveness will be a critical issue to address. Eligibility and Fund Priorities: As this project emphasizes cultivating talent through digital knowledge and skills in the growing digital economy, it meets the eligible criteria and guidelines of the ASF Digital Innovation Sub-fund. By facilitating an idea exchanging and experience sharing platform where government-industry-academia collaboration incubates innovative potential to apply state-of-the-art technology and AI enabled solutions in order to revive and sustain the regional connectivity, this project meets the key areas of focus of the “APEC Internet and Digital Economy Roadmap”, specifically promoting innovation and adoption of enabling technologies and services and it also achieves the object enhancing cooperation between public and private sectors as stated in the “APEC Cross-Border E-Commerce Facilitation Framework”. Capacity Building: This project will build the capacity of all member economies to promote market driven academic-industry collaboration in order to cultivate digital talents adapting to today’s transformational technology and further achieve sustainable growth and equitable development within and through the Asia-Pacific region. COVID-19 has disrupted world’s economic stability and developing economies’ unemployment rate reached 13.6% in 2020 due to the economic slowdown posted by the pandemic according to “APEC in Charts” by the APEC Policy Support Unit, our region is demanding more equipped responses to a continual recovery and sustained growth to reduce economic disparities among APEC economies. Female empowerment will also be highlighted to obtain a more holistic approach to resolve the inequalities and imbalances within the region. As stated in the “APEC Women and Economy Dashboard 2021”, female unemployment rate within the APEC economies has risen the highest at 10.0% in 2020. This project is structured to help all participating economies to develop tenable models that are tailored to their economic and societal goals and also to solve digital talent demands in the APEC region. Our focus areas include technology-enabled transport system to connect the region’s people and goods by actively fortify safe and secured cross-border as well as inland travel with enabling digital innovation, accelerate digital health development and inclusiveness elevation. By discovering innovative potentials together with feasibility to apply state-of-the-art technology and AI-enabled solutions and inclusive talent training we will promote inclusive talents exchange in the APEC region under the guiding APEC 2022 theme “Open. Connect. Balance.” In order to develop a market-responsive program that enables education institutions and industries to engage with the modern digitalized world and to ultimately improve the economic and social well-being of the people and to deepen the spirit of community in the Asia Pacific. |
Objectives |
The current project aims to integrate resources and multiple talents to move toward a reciprocating model to facilitate further digital and inclusive development. The outputs to be delivered include a more interactive exchange of experiences and expertise through in-person workshops and virtual communication, allocating existing resources to provide hands-on training programs which target in-school youth and women, continuing efforts to reshape the dynamics of the social milieu through digital applications. Different modules of operations and system frameworks will be discussed and produced to support the APEC agenda. All participants, both in-person and online, are guaranteed to obtain insights and substantive recommendations from the project to enhance their operative models. The one-day workshop will first look into the digital talent demand in APEC economies and beyond.

Alignment to APEC: During the first APEC Senior Officials’ Meeting in 2022, a continued and intensified effort to improve the services sector in APEC through the utilization of digital technologies is called for by member economies. This proposed project aligns with APEC 2021 New Zealand’s Policy Priorities to pursue innovation and a digitally enabled recovery, and it corresponds the key focus areas of the “APEC Internet Economy Roadmap” including promoting innovation and adoption of enabling technologies and services and enhancing inclusiveness of Internet and Digital Economy. Efforts will be put in development of awareness and digital literacy programs, capacity building, and promotion of digital skills to bridge the digital gender divides. This project promotes the actions to realize the three pillars of the “APEC Education Strategy” to enhance and align competencies to the needs of individuals, societies and economies, to accelerate innovation, and to increase employability. This project also supports the 2018 and 2019 priorities of improving connectivity, deepening regional economic integration, and promoting inclusive and sustainable growth in the digital society, as well as economic empowerment of women. The project recognizes the APEC 2020 priority which is inclusive economic participation through digital economy by leveraging opportunities to enable a larger segment of society to adapt to the industries of the future. This proposed project supports the above priorities and statements by organizing an exchange network for cooperative education programs as well as structuring a realistic and reliable framework to enable collaboration in emerging digital economies. It is expected to achieve the goals of fostering an educated and skilled workforce that meets the needs of industry, narrows the skills gap and hence attains APEC’s goals of prosperity and sustainability, while also closing the digital gender divide which currently limits female participation in trade, and encouraging APEC economies to collect and use data on the extent of gender equality within the workplace. Alignment to Forum: This project is aligned with one of the “APEC Educational Strategy for 2016-2030” objectives/priority actions: Increase Employability a) Promote collaboration between government, higher education and Technical and Vocation Education and Training institutions, business and education and training stakeholders; b) Develop 21st century competencies for work and entrepreneurship; c) Smooth the transition from education to work. This project aligns with the “APEC Internet and Digital Economy Roadmap” in regards to promoting innovation and adoption of enabling technologies and services, enhancing inclusiveness of internet and digital economy, and the facilitation of e-commerce and advancing cooperation on digital trade. In addition to the roadmap, this project’s theme is also in line with the “APEC Cross-Border E-Commerce Facilitation Framework”, as it will promote the development of information and communication technology infrastructure for facilitating cross-border e-commerce, encourage and facilitate greater participation of businesses in global commerce, as well as enhancing cooperation between public and private sectors by training in best practices and providing relevant information about applicable Technology and Vocational Education and Training programs implemented in Chinese Taipei. |

Beneficiaries and Outputs |
Outputs: The main outputs of this proposed project includes a hybrid Workshop and the Project Summary Report by the end of the project completion date. (1) Workshop: A one-day Workshop will be organized for this project to offer an experience exchange platform for on-line and in-person participants to share and gather critical information on government-industry-academia collaboration in Technology and Vocational Education and Training system. Success operative models and curriculum planning frameworks will be showcased through keynote speeches and even more interactively in the form of panel discussions on various topics, which include digital innovation in medical field and female empowerment with digital up-skilling. The hybrid event will be open to participants from all APEC economies, and we will invite in-person participation from all including Republic of Korea and Chinese Taipei, to be present in our physical venue. Target participants of this Workshop will be policy makers responsible for educational spheres and industry-academia collaboration experts. It will be a full-day hybrid event with in-person speakers/participants attending in Chinese Taipei and on-line speakers/participants partaking through Cisco Webex Meetings. We expect to have 60 in-person participants and 30 online participants to join our hybrid Workshop. Visits to selected industry-academic collaboration sites in schools or industrial locations will be arranged to demonstrate best practice and successful operative models in order to make sure of the exchange of experiences and also allows in-person discussion on a practical level for our physical participants. Participants will closely observe and interact with the practical execution of the industry-academic collaboration and have a more comprehensive transfer of experience. (3) Project Summary Report: The Project Summary Report will be compiled to document and conclude valued information obtained from the Workshop, which contains the summaries of the keynote speeches, participants’ analysis, post-event survey that will include but not limited on quality of the speakers, relevance, capacity building and experience incorporated from the Workshop. The total 20 pages Project Summary Report will include a cover page, table of contents, introduction, summaries of the keynote speeches, analysis on participants and ex-post survey, conclusion and appendix. Outcomes: Our objective is to develop a market-responsive program that enables education institutions and industries to engage with the modern digitalized world. The project accentuates government-industry-academia collaboration to harness the power of digital technology to further expand to the evolving AI-embedded talent training to entrench the APEC economies in shared and inclusive prosperity. The Workshop is designed to provide a more interactive exchange of experiences and expertise through online and on-site participation and interaction, allocating existing resources to provide hands-on training programs, continuing efforts to reshape the dynamics of the social milieu through digital applications. Different modules of operations and system frameworks will be discussed and produced to support the APEC agenda. All participants, both online and on-site, are to obtain insights and substantive recommendations from the project to enhance their operative models. (1) Reconsideration and improvement on existing Technological and Vocational Education and Training scheme will be stimulated and driven by the showcase of exemplary models of TVET programs in industry-academia collaboration. (2) Resources will be allocated and integrated within APEC region to be leveraged into successful industry-academia collaboration models in and preferably between APEC member economies. (3) Substantive experience will be successfully exchanged and transferred to all participating APEC member economies. (4) Key feedback on panel discussions during the Workshop will provide practical insight on curriculum panning for academia as well as for policy makers within the APEC region. (5) Network of academic and industry experts, policy makers and delegates from APEC member economies will be established for continuous drive in policy reform and improvement to promote collaboration between government, higher education and TVET institutions, business and education and training stakeholders. Beneficiaries: Primary beneficiaries will be the Workshop participants which will include high or mid-level government officials working in the TVET areas, such as educational agencies in APEC economies and Ministry of Education in Chinese Taipei, and University president/dean/representatives working in industry-academia cooperation in the fields of AI-embedded and digital talent training. These policy makers are expected to obtain insights and substantive recommendations from the project to enhance their operative models. Industry partners will also be provided with the chance to collaborate with academia on the inclusive talent cultivation in order to connect with suitable employees. Secondary beneficiaries will be in-school youth and women for the project’s focus on inclusive education accessibility in digital and AI technology skill training when the policy makers incorporate their experience from the Workshop and Field Visit to catalyse adjustments in the design of technological education to include collaboration between academia and industries and realize how to amend courses to provide better education for a smooth transition from education to work. |
Dissemination |
To better provide effective dissemination of information in regards to the proposed Workshop, all materials (including videos via link provided), content (including Workshop agenda, panel discussion topics, field visit schedule and presentation slides), and results (including speech feedback, panel discussion summary, and post-event survey) produced will be sent to registered participants individually, as well as to all APEC coordinating offices, such as Ministry of Education or Ministry of Labor, in participating member economies through the APEC Secretariat, as well as to all current partners and prospective partnering technology universities and industry institutions. The above-mentioned content and results will be included in the final Project Summary Report to be submitted to the APEC Secretariat. The Project Summary Report will be published as APEC Publication following and the PO will ensure personal date of project participants does not appear in the said report. |

Female empowerment will be highlighted throughout this proposed project to obtain a more holistic approach resolving the inequalities and imbalances within the Asia-Pacific region. One of the project’s overarching goals is closing the digital gender divide within APEC region which currently limits female participation in trade by cultivating more inclusive talents in the digitally innovated professional fields and encouraging female engagement with the modern digitalized world. The proposed project will emphasize female empowerment and echo the “La Serena Roadmap for Women and Inclusive Growth (2019-2030)” with focus on strengthening women’s labor force participation and support women’s education, training and skills development and access in a changing world. As the project will invite female speakers to share experiences through panel discussion, female participants can learn identify the resources of talent development in digitalization and technology-enabling service, transport and medical applications. This project proposed a Workshop geared to look into the digital talent demand within APEC economies and beyond, and continue with a more interactive exchange of experiences and expertise in inclusive talent development through participation and panel discussions. Our primary goal is to develop a market-responsive program that enables education institutions and industries to engage with the modern digitalized world and nurture inclusive talent with reskilling and upskilling operative models in Technology and Vocational Education and Training. This Workshop is targeted to achieve 50% female participation rate, which includes field experts, panel speakers and public participants from APEC member economies. PO is committed to collecting sex disaggregated data for all speakers and participants (not only those funded by APEC) at the project event. Linkages |
This project targets in-school youths by partnering with industry in designing appropriate skills training for Technology and Vocational Education and Training students. This collaboration between academic institutions and the industrial sector constitutes an alternative means to solving the escalating unemployment issue within our region. In addition to skills training, this Workshop will further discuss the strategic development of opportunities for women in education and the workforce. Therefore, the cross fora collaboration will include HRDWG, DESG, and PPWE within the APEC framework. |

Project Overseers |
The Working Group of International Development in Technological and Vocational Education in Chinese Taipei, commissioned by the Ministry of Education, is in charge of planning the proposed project. Two departments in the Ministry of Education help coordinate the many tasks to make the proposed project a success. Department of Technological and Vocational Education funds the working group and the project, whereas the Department of International Cooperation serves as the contact channel for all necessary dissemination. With the support of the government, the project also appeals to technology universities and industry partners to engage in affiliated programs of collaborative skills trainings. In addition, the foundation and partnerships built with many of the APEC member economies allows the project to look into a number of exemplary models of practices. The working group on this project, being adequately staffed with sufficient expertise required to execute the Workshop, will organize and deliver planned outcomes to meet the expectations of APEC and all participating member economies.
