Outputs:

1) An EEP Workshop in conjunction with an EGEE&C meeting. The topics of the EEP Workshop will be determined in consultation with EGEE&C, reflecting knowledge gaps identified in previous topics or themes that EGEE&C feels need greater focus. Potential topic areas and knowledge gaps identified through participant surveys in previous EEP workshops or consultation with the EWG can include policy evaluation, industrial energy efficiency policy, energy efficiency with carbon neutrality, digitalization and energy security. The workshop will be either a full day in-person (or hybrid) workshop or a half-day online workshop (a single three-hour event) and will be co-located with the second EGEE&C meeting in 2023. Special consideration will be given to topics that reflect lessons learned from PREE or are of interest to future PREE hosts.

The Energy Efficiency Policy Workshop aims to promote “high-performance” energy-efficiency policy measures in developing economies in the APEC region by: 

a.  Delivering capacity building in energy efficiency policy

b.  Providing examples of effective energy efficiency policy

c. Enabling the sharing of information and experiences among APEC economies

d. Providing travel support for travel-eligible economies 

Representatives attending the EGEE&C meeting will all be invited to attend the EEP Workshop as well as several invited experts based on nominations. Due to the high degree of turnover between EGEE&C meetings, EEP Workshops are organized as stand-alone events. 

2) A workshop summary report will summarize the outcomes and discussions based on the results of the EEP workshop. 

a. The workshop summary report shall be no shorter than 12 pages in length, not including appendices. It will summarize proceedings and provide an in-depth analysis of the discussions, followed by substantive recommendations and/or actionable items that take into consideration of the different conditions of APEC economies to make them applicable and the proposed outcomes achievable, where applicable.

b. The workshop summary report will be produced as an APEC publication. Meanwhile, this project is not intended to be recorded for the workshop though the workshop could be recorded as part of the whole EGEE&C meeting by EGEE&C Secretariat etc. 

3) To support the project output, a consultant contracted by APEC secretariat can develop the content of the workshop in accordance with best practice in the selected topic and deliver the material at the workshop including: 

a. Mapping out the event framework and supporting event related matters.

b. Providing topics and/or searching preliminary materials for workshop activities or discussion.

c. Making recommendations of experts for speakers.

d. Summarizing the workshop report from the discussion. 

Outcomes: 

The purpose of the PREE project is to develop how energy efficiency targets can be effectively formulated with capacity enhancements in each APEC economy and to make suggestions for improvement after checking progress towards reaching the targets. Therefore, the EEP workshop needs to draw results that contribute to the purpose of this PREE project. 

1) This project will raise participants' awareness of the importance of energy efficiency in the midst of energy crisis.

According to the IEA ministerial communique 2022, the global investment trend in energy efficiency still needs to triple by 2030, compared to the level of 2021. APEC economies’ interest in increasing investment for energy efficiency is significantly important between the need for carbon neutrality and energy security. After Russia-Ukraine Conflict, concerns about the stability of short-term energy supply have especially grown. This project will serve as a reminder that investments in energy efficiency need to be made on an ongoing basis to address this dilemma. 

2) The knowledge of energy efficiency agenda will be enhanced for robust energy efficiency policy.

The EEP Workshop is designed to provide a capacity-building opportunity for APEC members to strengthen their ability. With speakers’ presentation, sharing best-practice cases and conducting discussions or Q&As in the tentative workshop agenda will be set to elaborate on the crucialness and know-how of energy efficiency. Building APEC wide capacity and ambition on energy efficiency from a technical and a policy perspective not only helps respond to the changing energy environment but also supports other energy transition policies more softly. For this outcome, a Post-workshop Evaluation will be done for participants’ feedback after the workshop. 

3) Providing a forum such as this workshop will help improve energy intensity, one of the APEC energy goals.

APEC has two energy goals: one is reducing APEC’s aggregate energy intensity by 45% by 2035 relative to 2005 and another is doubling the share of modern renewable energy by 2030 relative to 2010 levels. In order to reduce energy intensity, a series of efforts to decline energy consumption through energy efficiency investment and awareness- raising should be accompanied. This project can provide a forum for sharing knowledge about successful energy efficiency policy and contributing to energy intensity reduction qualitatively in APEC as a whole. 

Beneficiaries: The policy makers and government officials who are responsible for developing and implementing energy efficiency policy in all APEC economies. Officials that have had previous direct involvement in the PREE process and those that are likely to be involved in future PREE exercises. Economy institutions that are seeking to build energy efficiency policy capacity within their economy or seeking to strengthen/improve existing energy efficiency policies. These institutions policy makers and government officials include:

1) Ministry of Energy, Ministry of Electricity or Ministry of Mineral Resources

2)  Ministry of Industry and Industry associations

3)  National Council related to Energy Efficiency 

Nominations will be sought from APEC fora, including EGEE&C and EWG. Candidates from government departments responsible for energy efficiency policy implementation, candidates may come from ministries responsible for energy, buildings, transport or dedicated energy efficiency agencies.

Participants should be actively involved in forming or advising on policy but can come from any level of their institution. APEC Member Economies’ organizations designing energy efficiency programs and relevant academic institutions can be included. 

In particular, the nomination of female participants priority will be given to qualified female participants and speakers. According to research, efforts to combat climate change can be beneficial for women and girls, especially in developing and emerging economies, because women are more affected by the impacts of climate change.
