APEC Peer Review on Energy Efficiency (PREE) responds to the declaration at the 9th APEC Energy Ministers Meeting (EMM9) in Fukui, Japan to promote the energy efficiency of the APEC member economies and meet the APEC's aggregate energy intensity reduction goal of 45% by 2035. PREE phase 12 will focus on dissemination of lessons learned in the previous PREE phases by holding an Energy Efficiency Policy (EEP) workshop. This workshop can develop the lessons in connection with the growing emphasis on carbon neutrality, digitalization and energy security.

The EEP program is the project which succeeds Cooperative Energy Efficiency Design for Sustainability (CEEDS) project as a forum to further discuss key issues in the previous PREEs. The EEP Workshop may be held in conjunction with one of the two biannual meetings of Expert Group on Energy Efficiency and Conservation (EGEE&C).

Relevance

Issues: APEC Peer Review on Energy Efficiency (PREE) Phase 12 responds directly to the declaration at the 9th APEC Energy Ministers Meeting (EMM9) declaration in Fukui, Japan, in which the Ministers instructed the Energy Working Group (EWG) and APERC to keep promoting energy efficiency through the PREE and the Cooperative Energy Efficiency Design for Sustainability (CEEDS); and to consider follow-up efforts, including capacity building activities, policy research support and processes to gauge the success of member economies’ efforts to implement the recommendations of these programs.

The PREE seeks to build capacity in energy efficiency policy within the APEC region. PREE has provided application economies with many valuable recommendations for promoting energy efficiency improvement through the establishment of goals and action plans. However, it was found that a lack of human capacity hampers the implementation of some recommendations, especially in developing economies. Thus, PREE phase 12 will focus on the energy efficiency issues APEC faces and capacity building, considering the experiences of the previous PREE phases to the benefit of all APEC economies.

PREE 12 will bring economies together to discuss a specific energy efficiency policy topic that has been identified by EWG and EGEE&C members as a knowledge gap or a specific area of interest. Participants from all APEC economies will be invited to participate in the workshop. It allows economies to hear from international experts on the selected topic and to share policy development experience with other member economies.

Eligibility and Fund Priorities: The continuation of the PREE will contribute to strengthening the APEC economies’ efforts in promoting energy efficiency improvement, as envisaged by the APEC Energy Ministers, and to achieving the aspirational goal to reduce APEC’s aggregate energy intensity by 45 percent by 2035 agreed by the APEC Leaders in 2011.

This project achieves the eligibility criteria of the Energy Efficiency and Low Carbon Measures sub-fund through:

1) having more than four co-sponsoring economies.

2) supporting APEC economies in achieving the APEC’s aggregate energy intensity goal by 45 percent by 2035 agreed by the APEC Leaders in 2011.

3) helping economies develop better energy efficiency policies in areas specifically identified as knowledge gaps by EWG and EGEE&C.

4) discussing energy efficiency and renewable policy linkages. This workshop will also support the renewables doubling goal.

5) Providing capacity-building opportunities for APEC economies, assisting them to strengthen energy efficiency policy, and setting energy intensity reduction goals.

Capacity Building: The EEP Workshop provides a capacity-building opportunity for APEC members, especially developing economies to strengthen the ability to develop robust energy efficiency policies. For sustainable improvements in energy efficiency policy, it is vital to empower APEC economies’ human resources with knowledge and to involve them in the energy efficiency workshop programs. Capacity building in the EEP Workshop will provide stakeholders with the tools to operate, monitor, and change their energy-efficient policies.

It also provides a forum for economies that have undergone a PREE to share their progress and lessons learned with other economies, particularly developing member economies. The EEP Workshop will be organized with the EGEE&C. The participants will be engaged in discussions including the selection of workshop topics in the future. These discussions are important since each government feels considerable pressure between the need for carbon neutrality and the stability of energy supply and energy efficiency improvement will be one of the major concerns of APEC economies in the medium term.

To achieve APEC's capacity-building goals, this project will be conducted under the following operating principles:

1) Prioritizing viable issues within APEC economies and for further dissemination to regional energy users.

2) providing expert opinion and analysis to catalyze the efforts of each member and ensure that APEC economies possess long-term energy efficiency-related capabilities.

3) not excluding beneficiaries because of gender, ethnicity, age, sexual orientation, disability or poverty.

Objectives

The objective of PREE project is mainly to explore how energy efficiency goals could be effectively formulated in each APEC economy with its capacity improvement and to monitor progress toward attaining the goals, considering the diversity of the strategies and circumstances of individual economies. In particular, the Energy Efficiency Policy (EEP) workshop project aims to promote “high-performance” energy-efficiency policy measures in the APEC region by delivering capacity building in energy efficiency policy. It also includes sharing knowledge of energy efficiency policy among APEC economies and introducing new approaches or examples for energy efficiency.

Alignment

Alignment to APEC: Regarding APEC’s key priorities, APEC Leaders’ Growth Strategy, adopted at the APEC Economic Leaders' Meeting in Yokohama in 2010, calls for APEC to achieve five growth attributes, namely, balanced, inclusive, sustainable, innovative, and secure growth. Two of them, sustainable growth and innovative growth, directly apply to activities under the EWG. Regarding sustainable growth, the leaders agreed that APEC needs to encourage new green industries and jobs and to help establish a low-carbon society in which APEC economies maintain economic growth as well as protect the environment. In terms of innovative growth, they agreed that APEC needs to adopt policies contributing to fostering an environment for innovative growth that will be increasingly crucial for future prosperity; they specifically emphasized the need for innovation in new products and services that can enhance progress on critical global issues, including the environment and energy. The PREE Phase 12 will serve to the APEC Leaders’ Growth Strategy.

Alignment to Forum: The APEC EMM11 declaration in Beijing instructed the EWG and EGEE&C to continue their cooperation with related organizations on energy efficiency standards and help member economies to enhance capacity building, make energy efficiency policies more scientific and practical, and speed up the development, promotion and application of energy efficiency technologies and products. EWG Strategic Plan for 2019-2023 also mentions that the EWG and APERC with the EGEE&C will continue to conduct the APEC PREE including workshops and follow-up reviews.

Beneficiaries and Outputs

Outputs:

1) An EEP Workshop in conjunction with an EGEE&C meeting. The topics of the EEP Workshop will be determined in consultation with EGEE&C, reflecting knowledge gaps identified in previous topics or themes that EGEE&C feels need greater focus. Potential topic areas and knowledge gaps identified through participant surveys in previous EEP workshops or consultation with the EWG can include policy evaluation, industrial energy efficiency policy, energy efficiency with carbon neutrality, digitalization and energy security. The workshop will be either a full day in-person (or hybrid) workshop or a half-day online workshop (a single three-hour event) and will be co-located with the second EGEE&C meeting in 2023. Special consideration will be given to topics that reflect lessons learned from PREE or are of interest to future PREE hosts.

The Energy Efficiency Policy Workshop aims to promote “high-performance” energy-efficiency policy measures in developing economies in the APEC region by: 

a.  Delivering capacity building in energy efficiency policy

b.  Providing examples of effective energy efficiency policy

c. Enabling the sharing of information and experiences among APEC economies

d. Providing travel support for travel-eligible economies 

Representatives attending the EGEE&C meeting will all be invited to attend the EEP Workshop as well as several invited experts based on nominations. Due to the high degree of turnover between EGEE&C meetings, EEP Workshops are organized as stand-alone events. 

2) A workshop summary report will summarize the outcomes and discussions based on the results of the EEP workshop. 

a. The workshop summary report shall be no shorter than 12 pages in length, not including appendices. It will summarize proceedings and provide an in-depth analysis of the discussions, followed by substantive recommendations and/or actionable items that take into consideration of the different conditions of APEC economies to make them applicable and the proposed outcomes achievable, where applicable.

b. The workshop summary report will be produced as an APEC publication. Meanwhile, this project is not intended to be recorded for the workshop though the workshop could be recorded as part of the whole EGEE&C meeting by EGEE&C Secretariat etc. 

3) To support the project output, a consultant contracted by APEC secretariat can develop the content of the workshop in accordance with best practice in the selected topic and deliver the material at the workshop including: 

a. Mapping out the event framework and supporting event related matters.

b. Providing topics and/or searching preliminary materials for workshop activities or discussion.

c. Making recommendations of experts for speakers.

d. Summarizing the workshop report from the discussion. 

Outcomes: 

The purpose of the PREE project is to develop how energy efficiency targets can be effectively formulated with capacity enhancements in each APEC economy and to make suggestions for improvement after checking progress towards reaching the targets. Therefore, the EEP workshop needs to draw results that contribute to the purpose of this PREE project. 

1) This project will raise participants' awareness of the importance of energy efficiency in the midst of energy crisis.

According to the IEA ministerial communique 2022, the global investment trend in energy efficiency still needs to triple by 2030, compared to the level of 2021. APEC economies’ interest in increasing investment for energy efficiency is significantly important between the need for carbon neutrality and energy security. After Russia-Ukraine Conflict, concerns about the stability of short-term energy supply have especially grown. This project will serve as a reminder that investments in energy efficiency need to be made on an ongoing basis to address this dilemma. 

2) The knowledge of energy efficiency agenda will be enhanced for robust energy efficiency policy.

The EEP Workshop is designed to provide a capacity-building opportunity for APEC members to strengthen their ability. With speakers’ presentation, sharing best-practice cases and conducting discussions or Q&As in the tentative workshop agenda will be set to elaborate on the crucialness and know-how of energy efficiency. Building APEC wide capacity and ambition on energy efficiency from a technical and a policy perspective not only helps respond to the changing energy environment but also supports other energy transition policies more softly. For this outcome, a Post-workshop Evaluation will be done for participants’ feedback after the workshop.
 

3) Providing a forum such as this workshop will help improve energy intensity, one of the APEC energy goals.

APEC has two energy goals: one is reducing APEC’s aggregate energy intensity by 45% by 2035 relative to 2005 and another is doubling the share of modern renewable energy by 2030 relative to 2010 levels. In order to reduce energy intensity, a series of efforts to decline energy consumption through energy efficiency investment and awareness- raising should be accompanied. This project can provide a forum for sharing knowledge about successful energy efficiency policy and contributing to energy intensity reduction qualitatively in APEC as a whole. 

Beneficiaries: The policy makers and government officials who are responsible for developing and implementing energy efficiency policy in all APEC economies. Officials that have had previous direct involvement in the PREE process and those that are likely to be involved in future PREE exercises. Economy institutions that are seeking to build energy efficiency policy capacity within their economy or seeking to strengthen/improve existing energy efficiency policies. These institutions policy makers and government officials include:

1) Ministry of Energy, Ministry of Electricity or Ministry of Mineral Resources

2)  Ministry of Industry and Industry associations

3)  National Council related to Energy Efficiency 

Nominations will be sought from APEC fora, including EGEE&C and EWG. Candidates from government departments responsible for energy efficiency policy implementation, candidates may come from ministries responsible for energy, buildings, transport or dedicated energy efficiency agencies.

Participants should be actively involved in forming or advising on policy but can come from any level of their institution. APEC Member Economies’ organizations designing energy efficiency programs and relevant academic institutions can be included. 

In particular, the nomination of female participants priority will be given to qualified female participants and speakers. According to research, efforts to combat climate change can be beneficial for women and girls, especially in developing and emerging economies, because women are more affected by the impacts of climate change. 

All 21 APEC economies will be encouraged to participate in the workshop. A particular focus will be given to travel eligible economies and economies that have undergone the PREE process so that they are able to share their experiences and insights.

Dissemination

The Workshop Summary Report will be published digitally on the APEC and APERC websites as an APEC publication. The Workshop Summary Report will also be presented to the EGEE&C. 

Channels of dissemination will be websites including the APEC website or APERC website after receiving the APEC publication number from the APEC secretariat. 

The target audience of PREE largely comprises APEC member government officials responsible for energy efficiency policies but extends to any stakeholder involved in the energy efficiency sector in APEC economies.

Privacy issues will also be carefully considered and given attention in the project report, referring to the Privacy provisions of the Guidebook on APEC Projects. Meanwhile, there are no plans to sell any outputs related to this project.

Gender

Nominations of female participants will be specifically encouraged in the general information circular. Survey data from participants will be gender disaggregated.

PO is committed to collecting sex-disaggregated data for all speakers and participants (not only those funded by APEC) at the project event. This data will be included when submitting a Completion Report to the Secretariat upon completion of the project, as well as providing guidance to future POs on their own gender parity targets. Gender issues will be considered when developing the agenda and speakers will be encouraged to highlight any policy impacts on women, specifically in their presentations.

Work Plan

A workshop will be held in conjunction with the second EGEE&C meeting in 2023. The workshop will be either a full day in-person (or hybrid) workshop or a half-day online workshop (a single three-hour event). Several relevant experts in the field of energy efficiency will be invited as speakers at the workshop. APEC members will be invited to share their experiences with energy efficiency policy development. The key project outputs will be the workshop itself and the workshop report, which will summarize the outcomes and discussion of the workshop. As mentioned in 4. 2) b., this project is not intended to have recording or livestreaming independently for the workshop though the workshop could be recorded as part of the whole EGEE&C meeting by EGEE&C Secretariat etc. In case the workshop needs to be independently recorded or livestreamed in order to facilitate note taking and draft a workshop summary report, the APEC Project Event Recording Policy in Appendix N of the Guidebook on APEC Projects will be referred for the appropriate procedures necessary.

Failing to identify a qualified contractor

The ongoing Coronavirus pandemic

To mitigate these risks, we consider holding the event in person (or hybrid) as well as online. By assuming two scenarios, it will be flexible in dealing with risks associated with travel and large gatherings.

Recruiting qualified experts

Due to the impact of the coronavirus, many eligible experts may be reluctant to travel and attend workshops in person with participants. Online workshops can also have time difference in each economy and less personal benefit than previous. To mitigate this, we will pay an honorarium to speakers to attract the most qualified and in-demand presenters for the workshop.

Linkages

Energy efficiency has a high degree of intersectionality with other sectors and working groups. Depending on the topic selected, the workshop will cover energy efficiency and other related issues, as well as human development issues such as residential energy efficiency and human health.

However, APERC continuously engages with APEC’s relevant fora, such as EGEE&C, at various stages of the process to canvas feedback and minimize duplication. Endorsement of the final report will be sought from the appropriate APEC groups when complete.

APERC may also consult with international organizations such as the International Energy Agency (IEA), Asian Development Bank (ADB) and World Bank (WB) if necessary and take full advantage of the interaction with energy experts at EWG meetings and the APERC annual conferences.

Through the experience accumulated by various PREE projects, APEC has the best capabilities needed to promote energy efficiency of APEC economies, compared to other institutions or organizations.

Sustainability

Energy efficiency improvement offers a cost-effective opportunity to promote energy security, business productivity and mitigate greenhouse gas emissions. Therefore, energy efficiency will continue to be the focus of the EGEE&C, as well as being reported and discussed under the agenda item “Energy Efficiency” at EWG meetings.

To measure progress, a possible indicator is the number of participants involved in the workshop, including the number of female participants and speakers that benefit from the workshop. Since a considerable number of participants will be policymakers and government officials responsible for energy policy as well as representatives from government agencies, research institutes, industry associations, they can influence the policies of each APEC economy with workshop attendance and the final summary report. APERC will also collect participants’ feedback through a follow-up survey on their value perception from the project. The results of this follow-up survey can be used to gauge the number of participants that felt they gained new knowledge or insight from the workshop.

The Workshop Summary Report will first be circulated at EWG meetings when completed. The outcomes and insights can be reported in detail at the APERC workshops held in conjunction with subsequent EWG meeting to disseminate knowledge and experience of the PREE program. The implementation status of the project will also be presented at the plenary session of EGEE&C meetings.

The success of PREE can be tracked through the energy efficiency policy developments detailed in the annual APEC Energy Overview, published by APERC. It has a chapter discussing the current energy situation in each APEC economy, including energy supply and demand, key energy policies, notable energy developments, useful links, and further references. Another possible indicator is the overall reduction of final energy intensity in the APEC region.
