Project Summary

The proposed project aims to examine the importance of creative economies in driving economic growth and job opportunities in the tourism sector in APEC economies. It will involve research, developing training materials, and a capacity building      event      to promote the development of creative industries in the context of tourism. The project will engage with stakeholders in both developed and developing economies, and collaborate with academic institutions to ensure their involvement. Completion is expected within a year and a half, and involves close work with APEC committees, relevant government agencies, industry associations, and other stakeholders. The goal is to foster understanding and support for creative economies in the tourism sector, and identify strategies to promote their development.

Relevance

Issues: The project aims to address the lack of awareness and understanding of the potential of creative economies for the future of tourism in the APEC region. This includes the need to promote the development of the creative industries and the role of different professions related to creative economies in the tourism sector. By promoting and supporting the development of creative economies, the project seeks to create sustained benefits for economies in the APEC region.

Eligibility and Fund Priorities: The project meets the eligibility criteria of the General Project Account (GPA) and its priorities: (i) reconnecting the region, (ii) promoting inclusive and sustainable growth, (iii) building a resilient and interconnected region that advances broad-based economic prosperity, (iv) enabling an innovative environment for a sustainable and creative future, and (v) affirming an equitable and inclusive future for all.

Capacity Building: The proposed project aligns with APEC's operational principles for capacity building by being a long-term initiative that aims to promote the development of creative economies in the tourism sector, needs and opportunities driven, and has internal and regional replicability. It emphasizes innovation, iterative processes, inclusiveness, enabling impacts, cost-effectiveness, and results-based programming. The project also seeks to collaborate with other relevant regional and global institutions and aligns with key APEC policies, goals, and objectives including developing member economies such as Indonesia (which has a Ministry of Tourism and Creative Economies), Australia, Chile, China, Russia, Singapore, the USA, Viet Nam and more.

Objectives

Support APEC's mission of promoting economic growth and integration by exploring the potential of creative economies in the tourism sector. By enhancing the visitor experience and promoting sustainable tourism strategies, the project seeks:

1) to showcase the critical role of creative industries in the future of tourism and,

2) to examine the ways in which they can drive economic growth, innovation, and job creation highlighting the perspectives of individuals in related fields, such as design, arts, crafts, music, foodways and content creators, to support the APEC’s Putrajaya Vision 2040 & Aotearoa Plan of Action.

Alignment

Alignment to APEC: Firstly, the project supports the APEC Connectivity Blueprint, which emphasizes the importance of facilitating the movement of people and goods through the implementation of policies that promote sustainable tourism and connectivity. The project's focus on creative economies in the tourism industry contributes to the development of sustainable tourism and supports the goal of promoting sustainable economic growth in the region. Secondly, the project supports the APEC Services Competitiveness Roadmap, which aims to increase the competitiveness of service industries in the APEC region. By highlighting the importance of creative industries in the tourism sector, the project can contribute to the development of competitive and innovative service industries in the region aligned to 2022 Leaders Declaration (N° 9). Finally, the project's focus on gender equality in creative industries of the tourism sector can support APEC's goal of promoting inclusive and sustainable growth and La Serena Roadmap.

Alignment to Forum: The project aligns with the priorities of the APEC Tourism Working Group (TWG) to focus on the safe resumption of cross-border travel and sustainable tourism. The project aims to support the TWG's priorities by promoting the use of creative economies to stimulate and recover the tourism sector in the Asia-Pacific region. The project directly aligns with APEC 2023's Host Economy's priority of building a resilient and interconnected region that advances broad-based economic prosperity, particularly in the area of Restarting Cross-Border Travel. Additionally, the project contributes to the implementation of Putrajaya Vision 2040, the APEC Connectivity Blueprint, and the La Serena Roadmap for Women and Inclusive Growth, as it promotes sustainable tourism and economic empowerment of women and girls.

Based on the strategic plan to 2024, the project also aligns to actions related to digital transformation (data visualization through graphics, interaction and design), human capital development (incorporation of creative and cultural industries studies on travel and tourism-related areas) and sustainable and inclusive economic tourism growth (People Living with Disability (PLWD) tourists and women’s and young’s empowerment in the travel and tourism industry).

Beneficiaries and Outputs

Outputs: The key products and services that will happen during the implementation of the project:     

1)  Research Paper about the importance of creative economies in the tourism sector:  The research paper aims to explore the importance of creative economies and an approach of its future impact in the tourism sector. It will investigate the ways in which creative industries contribute to tourism growth and development, and identify strategies to enhance the symbiotic relationship between them. The research will encompass case studies from at least  8 economies. Surveys will be sent to all economies and, if necessary, videoconferences will be held to specify with more information. Each case study will aim to analyze the role of cultural heritage, the impact on women in relation to creative economies, creative tourism initiatives, events, festivals, and technological innovation in enhancing visitor´s  experience. It will also include summaries of existing research from InterAmerican Development Bank, World Economic Forum, United Nations agencies, OECD, World Tourism Organization, European Commission and organizations related to creative economy and tourism.  The research paper aims to be completed by May 2024, including literature review based on the reports and other academic documents from at least 8 economies, data collection by online interviews and questionnaires, and analysis. The final version will be shared to all economies previous to the Capacity Building event. The Spanish version of the research paper will be self-funded and disseminated by Peru, especially through MINCETUR´s webpage. It is expected to be an APEC publication and will comply with APEC publication guidelines. The length of the Research Paper should be 20 pages at least and will have a table of contents, executive summary, basic data, key outputs, key outcomes, lessons learned, conclusions and information on next steps. 

2) One Capacity Building event (physical) that brings together stakeholders from across APEC economies to share experiences and challenges.

The event will feature panel discussions, workshops, hand-on sessions and a concluding session. The purpose of the event is to build capacity and to provide a platform for sharing experiences, discussing best practices, and exploring innovative approaches in integrating creative industries and tourism. The event's duration is expected to be a full day in June 2024 in Lima, Peru. The expected outputs are: panel discussion outcomes, workshop synthesis reports, and potential voluntary recommendations for integrating the Creative Economy in the tourism sector. These outputs will contribute to fostering collaboration, knowledge sharing, and the identification of strategies to promote the future impact of creative economies in tourism within the APEC region. Target audience will be tourism officials, stakeholders from the private sector, educational and communication sectors, innovation and creative economy specialists, among others. The event will have the following draft agenda:

a)  registration

b)  opening ceremony

c)  introduction talk

d) panel discussion including Q&A (1 panel with 3 abroad female experts / 2 on site panels with 3 experts each)

e)  co-working session in short-groups

f) moving forward: closing and next steps to apply the gathered information, resources and learning in their roles.  

3) A Handbook of Training Materials aimed at promoting the development of creative industries in the context of tourism: The handbook of training materials aims to promote the development of creative industries within the context of tourism and will provide industry practitioners and policymakers with practices, practical tools and case studies. It will cover topics such as: creative tourism initiatives, leveraging cultural heritage, integrating innovative technologies, gender equity in creative economy, speculative design in tourism and lessons learned from the knowledge-sharing events. The handbook is expected to be delivered by November 2024, including research, content development, review, production. Translation into Spanish will be self-funded and disseminated by Peru, especially through MINCETUR´s webpage. The document should also include an interactive component, either as Augmented or Virtual Reality or QR. It is expected to be an APEC publication and will comply with APEC publication guidelines. The length of the handbook of training materials should be 50 at least and will have a table of contents, executive Summary, Importance of Creative Economies in the Future of Tourism, Experiences in Integrating Creative Industries and Tourism, Innovations in Leveraging Technology for Creative Tourism, How to include the Creative Economy concept in the design of Tourism public policies, How to measure the impact of Creative economies in the Tourism sector, highlights of research findings, key takeaways from the project event, conclusions, recommendations and references according to the guideline for drafting APEC Publication. 

Outcomes:  

Outcome 1: Increased awareness and recognition of the critical role of creative industries in the future of tourism. Indicator: Pre- and post-event Evaluations measuring the level of awareness among key stakeholders (e.g., policymakers, industry professionals) about the significance of creative economies in the tourism sector. 

Outcome 2: Strengthened collaboration and partnerships among stakeholders in the creative industries and tourism sector. Indicator: Percentage of collaborative initiatives, partnerships, or joint projects established between creative industry professionals and tourism sector stakeholders, as documented through project reports or official agreements. In order to measure it there will be the online questionnaires: one before the Capacity Building Event and one after the Project Completion Date. 

Outcome 3: Adoption of sustainable tourism strategies that integrate creative economies. Indicator: Percentage of APEC member economies that have implemented policies or initiatives supporting the development and integration of creative economies within their sustainable tourism strategies. In order to measure it there will be the online questionnaires: one before the Capacity Building Event and one after the Project Completion Date. 

Outcome 4: Increased participation and representation of women and young individuals in creative industries and the tourism sector. Indicator: Proportion of women and young individuals in leadership positions or actively involved in creative industries and the tourism sector, as measured through baseline assessments and subsequent progress reports.

Beneficiaries: The direct beneficiaries of the project are government officials and leaders of the tourism sector, likewise the participation of the private sector will be promoted through tourism associations and companies linked to the creative industries. In addition, actors from the academic sector such as universities and public and private institutes specialized not only in tourism, but also in creative industries will benefit from the exchange of information and the acquisition of knowledge, and by having access to the materials produced by this project. Specific beneficiaries of the project are: 

a)  Policy makers from the tourism sector.

b)  Representatives of tourist SMEs and tourist associations.

c) Academic and governmental organizations involved in business development, tourism, creation and innovation.

d) Innovation centers and units, FabLabs, FabCities, makerspaces, public or citizen innovation laboratories, incubators, accelerators dedicated to research, development and innovation.

e) Women by promoting their participation in all the phases of the development of this project. 

The results of the project will enrich the existing research of related international organizations such as the World Tourism Organization (UNWTO), the Organization for Economic Co-operation and Development (OECD), the World Travel and Tourism Council (WTTC), the World Economic Forum (WEF), the World Trade Organization (UNWTO), Inter-American Development Bank (IDB) among other relevant ones and whose objectives are aligned towards a creative economy focused on tourism.

b) Submit the research paper for consideration as an APEC Publication, meeting the relevant guidelines.

c)  Publish the paper on the APEC website.

d) Share the paper through relevant academic institutions and industry associations' websites.

e)  Promote the paper through social media platforms           

f) Self-funded translation into Spanish and promote it through the means mentioned above.

2) One Capacity Building event (physical) that brings together stakeholders from across APEC economies to share experiences and challenges. 

a) Invite stakeholders from APEC economies to participate, including private, public, academic sectors related to tourism and creative industries.

3) A Handbook of Training Materials (practices, case studies and practical tools for industry practitioners and policymakers) aimed at promoting the development of creative industries in the context of tourism:

a)  Fora endorsement.

b) Submit the research paper for consideration as an APEC Publication, meeting the relevant guidelines.

i.  Publish the handbook as an electronic document on the APEC website.

ii. Share the handbook with relevant industry practitioners, policymakers, government departments, universities/institutes and R&D centers, via social networks and email to economies.

iii.  Promote the handbook through social media platforms    

iv.  Count with participation of young men and women influencers that can share topics of the materials with their own styles of communication.

v. Self-funded translation into Spanish and promote it through the means mentioned above.

Gender

The project will prioritize the leadership, voice, and agency of women in proposed activities. By fostering gender-responsive policies and inclusive decision-making processes, the project aims to empower women to actively contribute and lead in the creative industries and tourism sector. Through the utilization of innovative technologies and approaches, the project will create more opportunities for women to thrive and participate in the project outcomes. By promoting gender equality and embracing innovation, the project will enhance women's economic empowerment while at the same time, drive the growth and sustainability of the creative economy in the APEC region. The female attendance could be socialized by:

a)  the forum PD to send an email to members seeking suggestions of female speakers/experts.

b) the use of the General Information Circular (GIC) to encourage economies to nominate female participant, and

c)  emailing the Chair of the relevant ABAC group (copying the ABAC Secretariat) to seek suggestions of women speakers/expert

PO is committed to collecting sex disaggregated data for all speakers and participants (not only those funded by APEC) at the project event. This data will be included when submitting a Completion Report to the Secretariat upon completion of the project, as well as providing guidance to future POs on their own gender parity targets.

Difficulty in finding a consultant to develop the project

PO will be requested to invite consultants to apply, in addition to sharing it with all APEC economies to have a list that allows evaluating candidates based on their experience.

Confusing responses in the APEC economies' survey.

The survey will be designed in a simple and understandable format. If participation remains unsatisfactory in any way, the PO will report this situation to the TWG Program Director and request TWG delegates to recirculate the survey. If this does not yield the desired results, the PO will establish direct communication with delegates requesting their cooperation in completing the survey.

Preliminary work has already been done to identify that there is no duplication, as this project aims to showcase the critical role of creative industries in the future of tourism and examine the ways in which they can drive economic growth, innovation, and job creation highlighting the perspectives of individuals in related fields, such as design, art, crafts, music, foodways, entertainment and content creation, for men and women.

There will be a virtual meeting to explain the project's objective and the benefits of applying them to the reality of each APEC economy for decision-making and future projects related to the creative economy and the future of tourism. This activity includes the joint promotion of the handbook with the academic sector (professors, students, researchers), innovation labs, incubators, and other public sectors related to the creative economy.

Linkages

The project is designed to foster strong linkages with other APEC fora and relevant organizations. Through active engagement, we aim to collaborate with fora such as the Small and Medium Enterprises Working Group (SMEWG), and the Digital Economy Steering Group (DESG), among others. The project will ensure cross-fertilization of ideas and is aligned with ongoing initiatives. Additionally, there is an engagement with other relevant organizations such as the World Tourism Organization (UNWTO), the Organization for Economic Co-operation and Development (OECD), and the Inter-American Development Bank (IDB) to leverage their expertise and share knowledge. Some stakeholders might be FabLabs and FabCity from Fab Foundation, researchers, creators and innovators from the maker movement, digital companies such as Meta, Tiktok, OpenAI and Netflix, CES, SXSW and all entities working on creative economies and supporting connection between people. The collaboration will be promoted through communication and sharing lessons learned, besides methodologies and concepts that can be applied by tourism organizations.

The project builds on and avoids duplication of previous and ongoing APEC initiatives. There has been a review of existing APEC projects, publications, and initiatives related to the impact of creative economies on the tourism sector. This includes aligning the project with relevant initiatives led by international organizations such as UNWTO and OECD.

APEC is the best source of funds for this project due to its unique comparative advantage in promoting regional economic integration and cooperation. APEC provides a platform for fostering dialogue, sharing best practices, and facilitating policy coordination among member economies. With its diverse membership from across the Asia-Pacific region, APEC offers a unique opportunity to address common challenges and leverage the collective expertise of its stakeholders. The project aligns with APEC's strategic goals and priorities, making it an ideal fit for APEC funding. By leveraging APEC's network and resources, we can maximize the project's impact and ensure its sustainability beyond the project duration.

Sustainability

The project is committed to ensuring social, economic, and environmental sustainability beyond the APEC funding period.

Socially, the project will focus on building strong networks and partnerships with relevant stakeholders, including government agencies, academic institutions (professors, students, researchers), creative industry associations, tourism practitioners, FabLab and FabCity network, makerspaces, incubators, accelerators and influencers from social networks and new media. These networks will provide a platform for ongoing collaboration, knowledge sharing, and support, enabling beneficiaries to continue implementing and disseminating the results and lessons learned from the project. Additionally, social networks will be explored to promote the project's outcomes and the implications of the creative economy in the future of tourism. By leveraging the reach and influence of social networks, the project aims to engage a wider audience and foster continued awareness and advocacy for the integration of creative economies in the tourism sector. 

Economically, the project will support beneficiaries in translating the project's outcomes into sustainable business practices and policy frameworks. Capacity-building initiatives, training programs, and access to resources will be provided to help beneficiaries integrate creative economies into their tourism strategies. By strengthening the economic viability of creative industries within the tourism sector, the project will create opportunities for job creation, entrepreneurship, and economic growth. 

Environmentally, the project will also emphasize the importance of the economy of creativity with a focus on the circular economy, digital transformation and the inclusion of non-human actors (nature). Through the development of best practice guidelines, policy recommendations, and digital training materials, the project will promote green approaches to tourism that minimize negative impacts on natural resources and cultural heritage. By encouraging sustainable tourism practices, the project aims to contribute to the preservation and conservation of the environment for future generations with a planet-focused mindset. 

To ensure the continuation of project outcomes, the project will facilitate knowledge transfer and provide ongoing support to beneficiaries. Capacity-building programs, online and in-person workshops, talks, and mentoring initiatives will be organized to equip beneficiaries with the necessary skills and resources to carry forward the results and lessons from the project. Additionally, monitoring and evaluation mechanisms will be established to track progress on the project's outcomes. Regular assessments, progress reports, and feedback loops will enable stakeholders to measure the effectiveness of the project, identify areas for improvement, and take necessary actions to ensure the long-term sustainability of the project's impact.

The Project Overseer – Mr. Karlo Edgardo GARCÍA - Director of the Directorate of Innovation of the Tourist Offer from the Ministry of Foreign Trade and Tourism (MINCETUR)  in Peru. Contractor (Research):

a)     Coordinate the Research Paper about creative economy and an approach of its future impact in the tourism sector in APEC economies.

b)     Identify which economies have included policies and practices in terms of creative economies

c)      Identify case studies, policies, examples or solutions from at least  8 economies, with 40% of cases related to participating women

d)     Design and send surveys to economies and program videoconferences to specify with more information in terms of the research paper and handbook of training materials.

e)     Analyze the role of cultural heritage, the impact on women in relation to creative economies, creative tourism initiatives and technological innovation in enhancing visitor´s experience

f)       Examine of bibliographic references from organizations related to creative economy and tourism

g)     Drafting the Background Paper with a minimum of 20 pages.

h)     For the research paper (an APEC Publication), include at least a table of contents, executive summary, basic data, key outputs, key outcomes, lessons learned, conclusions and information on next steps.

i)       Define the agenda of the Capacity Building event considering panel discussion including Q&A, co-working session in short-groups  and a concluding session.

j)       Develop a handbook of training materials (practices, case studies and practical tools for industry practitioners and policymakers) aimed at promoting the development of creative industries in the context of tourism, including an interactive component, either as Augmented or Virtual Reality or QRs.

k)      Preparing the handbook of training materials with a minimum of 50 pages, including the analysis of the Capacity Building event and Research Paper.

l)       As part of the handbook of training materials include topics related to: Importance of Creative Economies in the Future of Tourism, Experiences in Integrating Creative Industries and Tourism, Innovations in Leveraging Technology for Creative Tourism, How to include the Creative Economy concept in the design of Tourism public policies, How to measure the impact of Creative economies in the Tourism sector, highlights of research findings, key takeaways from the project event, conclusions, recommendations and references according to the guideline for drafting APEC Publication.

m)    Draw conclusions and recommendations for APEC economies.
