Bone flattener.

After beads became available, women began to embroider garments, household items and items for warfare with beads instead of dyed porcupine quills. However, beads and quills were sometimes used in tandem on one piece. This quill flattener could have been used to make the quills lie flat on a piece using both beads and quills.
