On the planet of Edenoi, King Lexian grants his grandson Dex the Masked Rider powers before sending him to Earth in a meteor. Upon arrival, Dex's meteor landed in the backyard of the Stewarts' residence in the city of Leawood. After explaining the story to the Stewarts of why Dex needs to fit in with the humans on Earth, Count Dregon, the series main antagonist, sends an insectivore to destroy the city. In response, Dex transforms into a Masked Rider and prepares to fight the insectivore.

A foreign exchange student named Bjorgy visits Leawood High School, and Dex and Molly invited Bjorgy to the Stewarts family for one week. During Bjorgy's stay, Count Dregon's commandoids kidnapped Bjorgy (instead of the original intention to kidnap Dex) and took him to the female insectivore. Molly and Albee notified Dex of the incident. Dex transforms into the Masked Rider and goes to fight the insectivore. After Dex defeats the insectivore, Bjorgy returns to his home, leaving the Stewarts family a present of his country's sing-along songs.
