New article creation

Because of JWST, this term is becoming fairly common in the literature, and I didn't feel that the technical coverage in halo and Lissajous was optimal for the casual reader.

I have no real dog here, and it was just my best guess that I could fill a gap better by new page creation than trying to shoehorn this elsewhere.

There's a part of me that thinks that halo and Lissajous should be merged here, and this page could handle all three (since it seems that Lissajous generalizes halo already). But I didn't look at page sizes or any other detailed consideration.

In any case, if others think it better to tear this stub down and go exactly the opposite direction, so be it.
