Please Clarify

The difference between the flood and the drought is unclear in the following passage:

The drought overtaxed Vietnam's modest irrigation systems, and the floods damaged them.

I, personally, understand the meaning of the part with droughts, but I am confused about the floods. Can someone please clarify the flood part? Quintusπ talk 20:26, 2 February 2010 (UTC)[reply]
