Blatant Contradiction

I found these two phrases in the very same section of the article ("JPATS Today"): "Passengers aboard a flight are restrained with handcuffs as well as ankle and waist chains which are double or even triple locked" and, some paragraphs later, "Prisoners are not physically restrained to the seats due to Federal Aviation Administration safety regulations. This contrasts with the practice on most other modes of transport." Am I the only one seeing a contradiction here? As I understand it, the inmates are restrained -- shackles, etc. -- but they are not seatbelted in or otherwise attached to the actual seats, for safety reasons. Answer: There is no contradiction. The prisoners have seat belts applied for take off and landing, as in other commercial flights, but the chains are not locked or fastened to the floor or the seat, thus preventing the prisoner from getting out of the seat quickly if necessary in case of an emergency. Prisoners are often allowed out of their seat during a flight to be escorted to the restroom, etc. I offer these observations from personal experience, having been a passenger on con-air 4 times. Although prisoners are well shackled for security reasons, their safety is a prime consideration and everyone is treated humanely by the Marshall's Service. Contradictions

This article almost appears abandoned and/or sloppily edited by making claims or synthesis not supported by the sources. First it argues that JPATS is a separate federal government agency while the references clearly spell out that it is a program with the U.S. Marshals Service. Also that "ICE Air" is an additional nickname, while the source mentions nothing of the sort and spells out the separate program within ICE (no mention of JPATS), which is an agency within DHS and not DOJ.
