TechEmpower FrameworkBenchmarks uses an outdated FastAPI version

Describe the bug

not really a bug per say, but it feels odd given how many changes happened that it still uses version 0.5.0
before submitting a PR upstream I'd rather open a discussion here as I'm not sure some changes are written in the best possible way

I did the following changes on that branch (https://github.com/TechEmpower/FrameworkBenchmarks/compare/master...euri10:fastapi?expand=1):

1. updated the FastAPI version to the latest release, 0.38.1 at the time of writing
2. lint everything
3. added a new app, that uses orm sqlalchemy, I felt it would be interesting to compare that version to the raw one that uses asyncpg directly (could add that another one using databases could be done)
4. put the asyncpg connection in the app.event('startup')
5. created a gunicorn conf file that would detect if pypy is running and use the correct uvicorn worker accordingly ( in the case one day uvicorn is pypy compatible)

I think that's it, thoughts ?
