DEPARTMENT STORE ROBBERY SUSPECT APPREHENDED IN RICHMOND AFTER STEALING AND CARJACKING VEHICLES THROUGH MULTIPLE MARIN COUNTY JURISDICTIONS On March 17, 2024, at approximately 3:25 PM, Central Marin Police Officers responded to a report of a strong-armed robbery at Macy’s in Corte Madera involving three suspects. One suspect reportedly punched a loss prevention employee in the face and threatened that he had a gun. That suspect then fled Macy’s in a vehicle. As Central Marin Police Officers were responding to Macy’s and the surrounding area, a vehicle matching the fleeing suspect’s description was located on Sir Francis Drake Boulevard in Larkspur. The officer attempted a traffic stop, but the suspect failed to yield, and a pursuit was initiated. Shortly thereafter, the pursuit was terminated for the safety of the public and the officers involved. Officers arriving at Macy’s located the other two suspects who were already in custody by Macy’s loss prevention. These suspects were subsequently arrested by the Central Marin Police and booked into the Marin County Jail. The suspects were not involved in the assault of the loss prevention officer, but were arrested and booked for the following charges: • Dorothy McGriff, age 30, resides in San Rafael. Arrested for commercial burglary, conspiracy to commit a crime, possession of narcotics and an outstanding warrant out of Santa Clara County • Alair Woodcock, age 34, resides in Alameda. Arrested for commercial burglary and conspiracy to commit a crime. Shortly after the vehicle pursuit was terminated in Larkspur, the Central Marin Police were dispatched to a welfare check of a subject in the area of Forbes Avenue near the San Anselmo/San Rafael. Dispatch determined the subject matched the description of the outstanding robbery suspect, and the subject was asking residents for a change of clothes and an Uber ride. The Central Marin Police requested the Marin County’s Sheriff Office to assist with the call. A responding Sheriff’s deputy arrived on scene first, located the suspect, and attempted to detain him. The suspect resisted arrest and fled on foot into a nearby residence in San Rafael. The deputy chased the suspect, but he evaded them and was last seen going into a neighboring yard. A perimeter was set up by the San Rafael Police, the Marin County Sheriff, and the Central Marin Police. A helicopter was also requested from the Sonoma County Sheriff to assist with the search. Shortly thereafter, the Central Marin Police received a call from a resident on Island Drive, San Anselmo that their house was broken into and their vehicle was stolen when they were away from their residence. An all points bulleting was put out regarding the stolen vehicle. Shortly thereafter, a Marin County Sheriff’s Deputy located the stolen vehicle traveling in Fairfax. The Marin County Sheriff’s Deputy attempted to stop the stolen vehicle, the vehicle failed to yield, and a pursuit was initiated. The Deputy pursued the vehicle from Fairfax into San Rafael. The Sonoma County Sheriff’s helicopter tracked the pursuit from the air. The pursuit ended when the deputy was involved in a vehicle collision. The suspect vehicle continued to be tracked by the Sonoma County Sheriff’s helicopter into downtown San Rafael. The suspect then abandoned the stolen vehicle and carjacked a passing motorist in downtown San Rafael by alleging that he had a knife. The suspect continued to flee responding police units by getting onto Interstate 580. The Sonoma County Sheriff’s helicopter an California Highway Patrol tracked the suspect into Richmond, where Richmond Police officers assisted with the pursuit. The suspect eventually abandoned the vehicle in San Pablo, where he was taken into custody by Richmond Police officers. The Central Marin Police responded to San Pablo and took custody of the suspect and subsequently booked him into Marin County Jail for the following charges: • Richard Contreras, age 34, resides in Freemont. Arrested for robbery, residential burglary, stealing a vehicle, carjacking, repeat felony offender, resisting arrest, evading a police officer, and evading a police officer with disregard for safety. Following a recent arrest where a suspect was apprehended for theft and possession of a credit card skimmer at a local gas station, Central Marin Police Authority Investigations wanted to share the following information to our citizens - Card skimming can occur when devices illegally installed on ATMs, point-of-sale (POS) terminals, or fuel pumps collect data from the magnetic strip on your credit or debit card at the time you use it. The stolen information can be sold and used to create counterfeit credit and debit cards. - How Skimming Happens -  ATM and POS Terminal Skimming: ATM Skimming Devices are typically installed on the outside of machines and look as if they belong there. High-quality devices are attached over the card reader and others are placed inside the terminal. Sometimes, a tiny camera might be installed nearby to record your PIN as you enter it or an artificial keypad could be placed over the existing one to record your keystrokes. Fuel Pump Skimming: Fuel Pump Skimmers are usually attached to the internal wiring of the machine and are not visible. ATM, POS and Fuel Pump Skimming devices store victim data and the device is either removed by the suspect or the data can be wirelessly transferred. Tips to Avoid Being Skimmed Follow these guidelines every time you use your card. While fraud is not 100% preventable, these may help you. 1. Do a quick scan. Before using any machine, take a look to make sure it hasn’t been tampered with. If the card reader seems loose, crooked, or damaged, if the graphics aren’t aligned, or if part of the machine is a different color, don’t insert or swipe your card. If there is another machine nearby (such as two ATM machines next to each other) compare them to see if there are obvious differences. For example, if one machine has a flashing slot to insert your card and the other doesn’t, that may be an indication that there is something wrong. 2. Be wary of non-bank ATMs. FICO reports that 60% of skimming occurs at privately-owned ATMs. These are typically cash-dispensing machines and tend to be located in convenience stores, bars, restaurants, grocery stores, or check cashing establishments. 3. Check the keypad. If the numbers are hard to press or feel thick, it might have a false keypad installed and you should move on to the next machine. 4. Block your PIN. When entering your PIN, cover the keypad with your other hand in case a camera is recording your number. 5. Use mobile wallet. An alternative to swiping your card is paying by mobile wallet including Apple Pay, Samsung Pay, or Google Pay. This form of payment is secure because your credit card information is tokenized and rendered useless if a thief where to get a hold of it. 6. Pay inside. If your local gas station hasn't yet updated their pumps to accept mobile wallet or you aren't sure if the machine is safe to use, go inside the service station to pay. 7. Stay in public view. Always try to use machines that are in public view with security monitoring – these machines are less likely to be tampered with. For additional protection, use a machine inside the store or an ATM inside your bank. 8. Check your account regularly. Technology is advancing and so are skimming devices so the best thing you can do is monitor your account. Rather than wait for your monthly statement, check your account regularly using online and mobile banking. 9. Sign up for alerts. See what type of fraud alert system your card provider has in place and take advantage of it. 10. Above all, trust your instincts. If you suspect foul play, or if you’re in doubt about the authenticity of a machine, use a different machine or payment method.
