Obagi's challenger Tonya McKenzie received a total of 952 votes, but since yes votes didn't prevail she will not be on the City Council, Manzano said.

"I am feeling confident that our team did the best that they could and left everything on the field," McKenzie said.

"Elliot Lewis has spread a lot of misinformation," Obagi told Patch.

Obagi filed a statement in response to the recall effort, stating residents and other councilmembers have called him "the most effective councilmember District 4 has seen in decades."

The election will be officially certified on Nov. 1, according to Manzano.
