  • Approves the Healthy Living Campus Master Plan designating the Revised Access Alternative (Alternative 3), identified in the Final EIR, with minor modifications to the described step-backs, as the preferred site plan (the “Project”),
  • Adopts California Environmental Quality Act (CEQA) Findings and a Statement of Overriding Considerations,
  • Adopts and incorporates into the Project all feasible mitigation measures identified in the Final EIR,
  • Adopts the Mitigation, Monitoring, and Reporting Program (MMRP),
  • Directs staff to provide monthly reporting on implementation of the MMRP,
  • Directs staff to prepare required submittals to all applicable permitting agencies for the Phase 1 site development plan, and
  • Directs staff to evaluate Phase 2 in further detail to examine the potential programs, facilities, site plan, key trade-offs, potential time frame and appropriate level of CEQA review and documentation for the potential implementation of Phase 2.

    bchd.org/board-directors-meetings   This dialogue follows the Board’s October 27 Board meeting discussion.   The public is welcome to attend in-person, but please keep in mind there will be limited seating available due to COVID-19 restrictions. Members may also attend the meeting virtually. For the 5 p.m. closed session, the Board will meet in a closed conference room, but will open the meeting for public comment before it is adjourned.     Public comments will be allowed as required by law. Anyone wishing to address the Board regarding an agenda item, or any other business not on the Agenda, may do so by: 1.  Attending in-person the day of the meeting: people wishing to speak will be screened before they are admitted to the lower level. Speakers will be called one at a time to address the Board. A face covering is required at all times while indoors. (If a fever is detected during the screening process, that person must leave the premises immediately.) 2.  Providing comment virtually through Zoom. 3.  Submitting an electronic Public Comment form that will be made available at bchd.org/board-directors-meetings.    If they are received after the deadline, they will be forwarded to the Board.
