Representative Raghib Allie-Brennan (D- Bethel, Danbury) is proud to announce significant
car tax assessment reforms that will benefit residents of Bethel and Danbury. The recent
legislative changes, passed during a special session, aim to bring more predictability and fairness
to car tax assessments, ensuring that some car owners will see a reduction in their vehicle
assessments.

Under the previous law, car assessments were based on values provided by JD Power, often
resulting in higher resale values. The new law, however, bases assessments on the
Manufacturer's Suggested Retail Price (MSRP). This change is expected to lead to an average
assessment reduction of 9.06% for Bethel residents and 10.79% for Danbury residents.

These reforms were initially passed in 2022 as a response to the rising used car prices during the
pandemic, which had caused significant fluctuations in car assessments. The new assessment
method lowers the tax burden on car owners and creates more predictability for future car
assessments.

"Compared to the status quo, most car owners in Bethel and Danbury will see their assessments
fall, with the average car having an 8% lower assessment," said Rep. Allie-Brennan. "This is a
huge benefit for our community. Relief for our residents and a much fairer tax system is what
this whole idea is about."

The changes will especially benefit owners of standard vehicles, while cars that depreciate much
faster than average—such as luxury vehicles—may see an increase in their assessments. This
differentiation ensures the tax burden is more fairly distributed among car owners.

commitment to fairness and transparency in our tax system. Residents can now expect more
stable and predictable car tax assessments, easing the financial strain on our community."
