Public Indecency Against Utility Pole, Man Spews Racial Slurs: JPD

JOLIET — Joliet police made another arrest this week of 36-year-old Winston Hart after officers say the Woodruff Road resident was making violent threats toward several juveniles and hurling racial slurs at them. Later, Hart was simulating a sexual act in the presence of the police, according to arrest reports.

As a result, Joliet police booked Hart into the Will County Jail for the second time since May. This time, Hart is charged with two counts of aggravated battery and one county of public indecency.

Joliet police spokesman Dwayne English at 7:07 p.m. Wednesday, officers responded to Woodruff Road and Draper Avenue for a disturbance. At the scene, English said, Joliet police saw Hart standing in the street wearing only boxer shorts, and he appeared to be yelling at several juveniles who were nearby.

Joliet police say they believe Hart was yelling threats and racial slurs at the juveniles. Hart returned to his house across the street, where he began to make sexual comments and began to gyrate his body against a nearby pole as if to simulate sexual relations, English noted.

Officers then placed Hart into custody.

Police said Hart appeared to be under the influence of an unknown substance, and a Joliet Fire Department ambulance was called. Upon arrival of the ambulance, Hart spit on a paramedic and a spit hood had to be applied as he continued attempting to spit at the Joliet police officers and the firefighter-paramedics, according to English.

Once Hart was placed on a gurney in the ambulance, he kicked another paramedic, English noted. Hart was taken to Silver Cross Hospital, where he spit on an emergency room doctor. Hart was evaluated and released from the hospital a short time later, and he was processed at the Joliet Police Department and then taken to the Will County Jail.

In May, Joliet Patch produced the following arrest story about Hart, headlined, Another Crossbow Attack In Joliet, This Time On Raynor Avenue.

In that story, according to Joliet police, Hart went to a house on Raynor Avenue while armed with a crossbow and when the unsuspecting man answered the door, Hart pointed the crossbow at him and discharged an arrow in his direction.

The arrow missed the victim and became lodged in the ceiling inside the doorway. According to police, as Hart tried to load a second arrow into the crossbow, the victim struck Hart in the head and took him to the ground. From that incident, Hart is charged with aggravated assault, battery, unlawful use of a weapon, aggravated unlawful restraint, criminal damage to property and aggravated battery with a deadly weapon in connection with a crossbow attack.
