'Peeping Tom' Indicted For Recording Women In Dressing Rooms: Police

An Owings Mills man faces 68 charges after police said he accessed the phones of patients at a Columbia dental office where he worked.

COLUMBIA, MD — An Owings Mills man is facing dozens of charges after police said he recorded dressing room and upskirt videos of women at a Columbia mall and also illegally accessed phones belonging to patients and coworkers at a dental office where he worked.

Delano Draine, 43, was indicted by a Howard County grand jury this week on 68 counts including peeping tom, visual surveillance, theft, and computer crime charges, Howard County police said in a news release.

According to police, Draine was identified as a suspect in December 2023 after a 16-year-old female victim told police she caught a man recording her over the door of a dressing room at a clothing store in The Mall in Columbia.

After obtaining a search warrant, police said they found numerous upskirt and dressing room videos of at least 11 female victims on Draine's digital devices. According to police, the videos were filmed at various locations in Howard County.

While working as a dental assistant at an office in Columbia, Draine also accessed women's cell phones by secretly recording their passcodes, police said. Once he had access to their phones, police said Draine used his phone to record the victims' photos and videos.

Police said they identified 37 victims connected to the case.
