CONCORD, NH — A Concord elementary school suspended for violating the state’s code of conduct has been rehired for the 2024-2025 school year.

Melissa “Missy” Noyes, a teacher at McAuliffe Elementary School, was suspended earlier this school year after the New Hampshire Department of Education investigated accusations of code of conduct violations. According to the state’s running list of revoked educator credentials, she voluntarily relinquished her experienced educator license and an elementary education (K-8) endorsement sometime in mid-April.

The educator license was suspended under an agreement with the state. In May, the state’s investigator refused to return a request for comment about the case. Patch could not confirm several sources who offered the same allegation against Noyes regarding her suspension.

At the time, School Superintendent Kathleen Murphy said Noyes violated the code of conduct criteria, stating “appropriate administration action” was taken in the case. New Hampshire has both a code of ethics and a code of conduct for educators. SAU 8, the Concord School District, also has a professional expectations policy. Murphy refused specific comments and would not confirm Noyes would be allowed back in the classroom if she settled or resolved the conduct issues.

In the latest list of revoked educator credentials, Noyes’s name no longer appears. According to state records, the Bureau of Credentialing re-awarded her certifications on July 1. They are good through July 2027.

According to the monthly meeting minutes for July 1, Noyes was nominated as a “new” kindergarten teacher at McAuliffe Elementary School, where she taught previously. The board approved her rehiring and that of other teachers by a 7-0 vote. At Large School Board member Pamela Walsh and Cara Meeker, who represents Zone B, were absent for the meeting.

Neither Murphy nor Terry Wolf, the district’s public information officer, returned a request for comment about the reinstatement, and no staffers at the New Hampshire Department of Education returned requests for comment either.
