Asbury Park Man, Already Registered As Sex Offender, Molested Youth

ASBURY PARK, NJ — An Asbury Park man — who was already registered as a sex offender — sexually abused a juvenile under the age of 12 over a period of multiple years, Monmouth County Prosecutor Raymond Santiago announced Wednesday.

Julian B. Hart, 39, of Asbury Park, was sentenced Friday, June 30 before Monmouth County Superior Court Judge Richard English to 40 years in prison for his crimes. He was previously found guilty by a Monmouth County grand jury on Dec. 7, 2022 for first-degree aggravated sex assault, second-degree sex assault and child endangerment for the possession of child sexual abuse materials.

The charges stem from an investigation that was launched by Asbury Park Police and the Monmouth County Prosecutor’s Office Special Victims Bureau after the youth reported the sex abuse to law enforcement in the summer of 2021.

According to Prosecutor Santiago, Hart repeatedly sexually abused the victim, who was under the age of 12, on multiple occasions from September 27, 2014 through December 16, 2015.

The investigation revealed that Hart was already on Megan’s Law and Parole Supervision for Life when these acts occurred.

Hart was arrested and charged in August of 2021. He was indicted on October 22, 2021.

Hart will be required to serve at least 85 percent of the first 40 years of the sentence before becoming eligible for parole. He will be under Parole Supervision For Life upon release.

The case was handled by Monmouth County Assistant Prosecutor Stephanie Dugan.
