Scotch Plains patrolmen Mike Baltazar and Ryan Cruz pulled over the 2003 GMC that Kessing-Saunders was driving, and police said she refused commands given by the officers.

While attempting to remove her from the car, Kessing-Saunders closed the window on Baltazar's arm. It became stuck, and she began kicking his arm, police said.
