Caged, Emaciated Dogs Discovered In Nassau Apartment: Police

MASSAPEQUA, NY — A Massapequa man was arrested over the weekend for keeping dogs in poor condition.

Eliakim Ishchayil, 53, was placed into custody Saturday morning at his Clocks Boulevard apartment without incident, authorities.

He told officers that his two children (ages 6 and 9) and five dogs were in his apartment. Due to unsanitary conditions, Child Protective Services was contacted. They were brought to a local hospital for evaluation and temporarily released into foster care, police said.

Officers located two dogs in the rear yard and three dogs inside a detached garage. They were caged in urine and feces in the crate and on their bodies, while one dog had open wounds and was covered with blood, police said.

No food or water were discovered and four of the dogs were emaciated, authorities determined.

The Town of Oyster Bay Animal Shelter responded and removed the dogs for emergency treatment.

An investigation indicated that Ishchayil had an open Nassau County bench warrant dated May 8, for two unlicensed dogs.

He is charged with second-degree criminal possession of a forged instrument, two counts of first-degree identity theft and five counts of torturing or injuring animals. Ishchayil, who became in need of medical attention, will be arraigned when it's feasible.
