Real Crime Tip Leads To Skimmer Equipment In Vehicle, Arrests: NRPD

NEW ROCHELLE, NY — Police say high-tech tools used by law enforcement have once again trumped the gadgets used by the bad guys to defraud unsuspecting victims.

On Thursday, shortly after 8 p.m, New Rochelle police were alerted that a vehicle associated with a felony case from Garden City was possibly in New Rochelle.

At around 9 p.m., New Rochelle police officers located the vehicle, parked and unoccupied, on Huguenot Street, near the New Rochelle Post Office. A short time later, officers say two men get into the vehicle. As officers approached them, one man began destroying a cell phone by hitting it against a metal railing next to the vehicle, police said.

Police found computer devices used for "skimming," or fraudulently taking personal and financial information from credit or debit cards in the car.

New Rochelle police officers took the men into custody without incident. Fabian Serban, 49, of Rego Park, and Viorel Borm, 51, of Flushing, were arrested and charged with unlawful possession of a skimmer device.
