More Charges Filed Against Delco's Ex Emergency Services Leader

Former head of Delaware County Emergency Services Timothy Boyce has been charged with indecent assault and harassment in a new case.

DELAWARE COUNTY, PA — The former head of Delaware County's emergency services has been hit with more criminal charges related to sexual misconduct.

Timothy Boyce, 60, of Drexel Hill, was charged Tuesday with one count of each of indecent assault without consent of others and harassment, according to court records.

Boyce was charged in May this year with indecent assault, simple assault, and harassment, court documents show.

According to Action News, the new charges stem from allegations made by a woman. She said Boyce showed explicit photos of himself, lifted her dress exposing her underwear, and made numerous sexual comments, the outlet reports.

In the case filed in May, Boyce is scheduled to appear for a Sept. 11 preliminary hearing. In the new case, his preliminary hearing is scheduled for Aug. 28.

He is free on unsecured bail.

After the charges were filed in May, an employee of the Delaware County Emergency Services filed a civil lawsuit against the county, alleging sex and age discrimination in the department under former director Boyce.

Boyce was fired from his position with the county in May after being placed on administrative leave April 26 in the wake of allegations made by two people who claimed to have worked under him.

In May, the Pennsylvania Attorney General’s Office said Boyce called an employee to his office and kissed her on Jan. 30. When the employee pulled away and started to leave the office, Boyce then grabbed her buttocks and made a lewd comment, according to the AG’s office.

The decision to fire Boyce was made "based on information developed from multiple sources regarding unacceptable behavior in the workplace," officials said.

According to multiple reports, the two people filed complaints with the Equal Employment Opportunity Commission.

The complaints allege Boyce favored some workers based on "sexist" personal preferences over experience, NBC10 reports.

And one of those two workers accused him of grabbing her buttocks and trying to kiss her in 2018, according to Fox 29.

Boyce later apologized to the woman via text message, per the Delaware County Daily Times.

Officials said Deputy Director Ed Beebe will lead the department.

He was named the head of the department in 2016 after Edwin Truitt resigned from the role amid a hit-and-run investigation. Truitt, who has since died, was cleared in that case.
