Tree Canopy Preservation In Vienna To Get Public Hearing

VIENNA, VA — The Town of Vienna is planning upcoming public hearings on measures to protect the tree canopy.

Zoning changes are proposed to preserve the tree canopy amid concerns about development impacts on the town's tree canopy. According to the town government, residential construction projects resulted in a 13 percent reduction in Vienna's tree canopy from 2011 to 2021.

The proposed code changes would incentivize developers to preserve existing trees. Under the proposal, land development plans must factor in preserving trees to achieve a minimum tree canopy after 20 years. For example, 25 percent tree canopy on a site after 20 years is proposed for RS-12.5 and RS-12.5 single-family detached housing.

The proposed zoning updates say tree canopy requirements could be met through preserving trees or adding new trees. However, the town says preserving trees should be prioritized "when existing trees meet standards of health, condition, and suitability, and when it is feasible to preserve those trees within the framework of permissible uses, densities, design standards, and construction practices."

Town Council suggested two options for tree canopy zoning updates to be considered. One is a new chapter in the town code on tree canopy requirements, and the other is an update of several existing chapters in the town code.

The Vienna Planning Commission will hold a public hearing on the tree canopy proposal on Wednesday, Sept. 27 at 7:30 p.m. in the Chambers at Town Hall. Public feedback will be accepted as the Planning Commission will make a recommendation to Town Council on tree canopy zoning changes.
