Steven was born in the United Kingdom (UK) and started his career at one of the largest university research and teaching hospitals in Europe. Working in the electrical engineering group, he obtained a Bachelors with Honors in Electrical and Electronic Engineering.

Human health was a strong draw and he moved into the biomedical team, serving the regions hospitals. During this time he developed a fascination for human illness and disease and the causes of it, many of which were not understood.

He joined the Isaac Newton Group of Telescopes in 1999 and went to live in La Palma. La Palma is part of the Canary Islands, governed by Spain. During this time he worked with the leading European astronomers and developed his astronomical and optics skills. He became fluent in Spanish and their culture.

In 2001 he became a Chartered Electrical Engineer and joined the W. M. Keck Observatory in Hawaii. This was the world's leading astronomical facility and home to the world's two largest segmented mirror telescopes. Steven developed segmented optics and interferometry skills while working alongside world leading astronomers. He was the assistant to Nobel Prize winners including the fourth woman to win the prize in physics, Andrea Ghez. During this time Steven constructed his own off-grid solar powered home in the last of the traditional Hawaiian fishing villages in Miloli'i, Hawaii. He learned Hawaiian Pidgin English and the Hawaiian culture during his time there.

In 2006, Steven became the Director of the MDM Observatory in Sells, Arizona, USA. Working for Columbia University and later, Dartmouth College, he developed the facility to modern standards. He learned an appreciation of the Native Americans and their culture from the Tohono O'odham Nation.

In 2008, Steven joined the solar power revolution that was sweeping the USA and commissioned the largest CIGS thin film solar photovoltaic installation in the world. A year later he became the Florida Power and Light (FPL) Manager of the DeSoto Next Generation Solar Energy Center, which was the largest solar photovoltaic utility power generation plant ever built in the USA. The system rated power was quoted as 25,000,000 watts AC with over 90,500 solar modules that were mounted to 158 single-axis tracker systems in three hundred acres of land and it was opened by President Obama. He went on to develop the solar photovoltaic team for a large international company.

In 2010 he started to research radiation and publish the leading books on the subject. He became a USA citizen in 2017 and continues to be interested in global radiation health effects and how it impacts over seven billion people on planet Earth.
