A good criticism of the failures of American foreign policy (specifically as it focuses on military and diplomatic engagement). Essentially, this is the "military industrial complex" argument of Eisenhower taken to conclusion more than half a century later.

This is reasonably non-partisan; focused mainly on incompetence and failure to actually objectively measure the results of policies.
