Could there be a species that could see past future and present (Idk if this is already a species)

Here is an explanation:
This species can see the past present and future but only from another persons eyes and because it sees the future they can't just say "You are going to trip over that rock" and then the person knows and doesn't. No that is not how it works, if it is written in the future that how it stays, you cannot change it.
What I mean by seeing the present is knowing what a person is gonna do next, kinda like mind reading lol.

We could have like a psychic vampire? Something that only drains like powers? It can only drain like common powers such as water tricks and fire tricks, it can be trained to learn to drain other powers. I was thinking like when you touch them for too long your powers are drained but the vampire don't keep it in its body after a few hours the power returns to the owner.

Psychic vampire can be use for like bad kiddos.

How about Vates for the future/present/past seeing thing? Vates stands for fortune teller and I know it does more than that BUT time teller would be Tempus Loquitur. Another name could be Horologium which means clock. Tell what you think :)
