In this week’s column, I argue that the intense political focus on the “17,000 extra public servants under Labour” is misguided, for a couple of reasons. First, numbers don’t mean much out of context. In the same period, the country’s total workforce increased by over 300,000, and core public servants, as a proportion of that workforce, rose from 1.9% to 2.2% – hardly a massive increase. It’s also true, conversely, that public servant numbers increased by over 2,500 in the last six months of last year alone, so the cuts announced to date don’t represent a seismic shift in the size of government (even if they are painful for individuals and their families). But all this pales into comparison beside the real point, which is not what abstract number we seize on as the “right” size of government, but what we want public servants to do (and how well we want them to do it). If, as I think, we will face an ever-growing number of collective public problems in future, we are likely to need more public servants to deal with them. And that, in turn, suggests we should be redeploying the existing public-sector workforce, rather than firing it en masse – as well, of course, as finding ways to make government work better. Unsubscribe Minnesota law requires employers to provide some notices to their employees and requires certain posters to be displayed in a location where employees can easily see them. The posters and notices are available at no cost from the Minnesota Department of Labor and Industry (DLI) and need to be updated only when Minnesota law changes. The following is a summary of some recent changes and updates. Posters Minimum-wage poster -- updated All employers are required to display this poster in a location where employees can easily see it. Minimum-wage rates increase Jan. 1, 2024. This poster is available in Chinese, English, Hmong, Somali and Spanish. Veterans benefits and services poster -- new As of Jan. 1, 2024, all employers with more than 50 full-time employees are required to display this poster in a location where employees can easily see it. This poster is available in English. Earned sick and safe time poster -- new As of Jan. 1, 2024, Minnesota's new earned sick and safe time law requires employers to provide paid leave to employees who work in the state. DLI has created an informational poster employers are encouraged, but not required, to display where employees can easily see it. This poster is available in Chinese, English, Hmong, Somali and Spanish. Notices Earned sick and safe time -- new All employers must provide notice about earned sick and safe time to each of their employees by Jan. 1, 2024, or at the state of employment if employment starts after Jan. 1, 2024. Employers that have an employee handbook must include the notice in the handbook. The notice is currently available in English, but will be available shortly in Chinese, Hmong, Somali, Spanish and several other languages. Employer-sponsored meetings or communications notice -- new All employers must post notice of employees' rights under the new employer-sponsored meetings or communications law. DLI does not have authority under this law to prescribe the poster the employer must use, but provides this text from the law: "State law prohibits employers from taking or threatening to take any adverse employment action against employees who decline to attend employer-sponsored meetings concerning religious or political matters (see Minnesota Statutes 181.531)." Town Manager Matt’s 124 words in 2024: April 17 Today begins the Town’s negotiations for renewal of our collective bargaining agreement with the American Federation of State, County and Municipal Employees. AFSCME is the nation’s largest public sector union, with 3,400 councils across 46 states. I look forward to working together for a stronger, healthier community. Nationally, the Bureau of Labor Statistics’ latest report counts 14.4 million American workers in unions, exactly 10.0% of the total labor force. This is down from 17.7 million unionized workers in 1983, 20.1% of the total. Today’s union membership is pretty evenly split between public sector (7.0 million) and private sector (7.4 million). Vermont’s unionization rate is 14.3%, above average but lower than New York. The job sectors with the greatest union membership are teaching/library, and police/corrections.

President Fain: “I can’t fathom any union would support Donald Trump for president. Let's be real and let’s look at facts… In 2008, we were in a recession, Donald Trump blamed the workers for what was wrong with the Big Three. Joe Biden bet on the American worker. You go to 2015, Donald Trump talked about doing a rotation of our good-paying jobs in the Midwest somewhere where they pay less, driving a race to the bottom – wanting us to beg for our jobs back at lower pay. [Trump] didn't support, when Lordstown Assembly – when he was president, when Lordstown Assembly Plant was slated for closure, he told people, ‘Don't sell your houses.’ What did he do? Nothing. When GM went on strike in 2019, what did he do to support the striking workers? What did he say? Not a word. Joe Biden, in 2008, he stood with the UAW, he stood with working-class people in that recession, and they gave us a pathway forward. When he's been president, he stood with us, for the first time in history, a U.S. sitting president stood on the picket line with us and he helped save a community, not sit back and do nothing while a community was destroyed.” President Fain: “When you look at these two candidates it's very clear the difference between both of them. One of them, President Biden, has always bet on the American worker and stood with the American worker, and he proved that during his presidency. He stood up with us. For the first time in U.S. history, we had a sitting president join striking workers on a picket line. He saved a community. He worked with us. Belvidere, Illinois, that plant was closed, the community was written off for dead.
