Speaker of the House Phillip R. DeVillier bangs the gavel on the final day of the 90-day regular legislative session on Monday, June 3, 2024 in Baton Rouge, Louisiana.

A political action committee formed in October by House Speaker Philip DeVillier raised $67,500 in just over two months toward the end of 2023, according to Louisiana Ethics Board records.

That committee, Foundation PAC, this week circulated a video highlighting insurance policy changes signed into law last month — changes meant to make insurance “available and affordable” and encourage “insurance companies to invest in the Louisiana market based on competition and free market principles.”

“Insurance in Louisiana is overregulated, over-litigated and overpriced,” Rep. Jack McFarland, R-Winnfield, says in the video. McFarland chairs the House Appropriation Committee.

DeVillier, R-Eunice, a close ally of Republican Gov. Jeff Landry, told the The Advocate he wants to use the PAC to highlight his priorities and his vision for moving Louisiana forward.

He mentioned areas like infrastructure and tax reform, noting the latter is especially pertinent looking ahead to next year’s fiscal session, which occurs during odd-numbered years, when state lawmakers can adjust taxes and levies.

“We’ll be working hand-in-hand with our members as well as the Department of Revenue, the Governor’s Office and the (Senate) president to see what we can do to bring really good tax reform to the state of Louisiana to try to attract new businesses to be here, of course grow the ones that are here, and hopefully provide jobs and opportunity for the people throughout Louisiana,” DeVillier said.

“I would like to use the Foundation PAC to get that message out,” he said.

One section of the Foundation PAC website is branded as “the blueprint for the next Louisiana decade.”

DeVillier also said the committee has plans to put out future social media content, which could include posts on changes to education and criminal justice policy passed by the Legislature this year.
