People try to hold onto stuff that's dead.
Hawaii natives don't like the influx of "foreigners" (non-native Hawaiians), so not only are they racially prejudiced to whites that move their permanently, they cling mightily to their pathetic "heritage".
Say what you will about the Acadiains, but they encouraged their children to learn English, and understand and embrace their new environment.

No they didn't. My mom spoke no English when she started school in the early 1940s. She was not allowed to speak French in class and was punished severely if she did. Acadians learning English was primarily a 20th-century phenomenon and much of the time it was forced on them.

I would also point out that most of that sounds like you are describing Southern attitudes toward Yankees minus the race part.
