The coins have been in use for decades in several City operated garages and the large garage under the plaza in China Town which can be entered from 10th St and Webster or Franklin. The machines accept both money and cards. The garage in China Town has a person collecting money as well as machines. It might be worth your effort to figure out how to use the coins. My experience is that the billing machines have always calculated an accurate charge.
The staff at these garages want (but do not expect) respect. They provide crappy service when they are treated like un-powerful people, when in-fact they are the ones in charge. It is likely that a shift in your attitude will result in good service for your need, in this case to be helped with a card that has been eaten by a machine.

Don't park here. 1) they use COiNS Instead if tickets. Wtf? 2) payment machines eat cards, and they can't be bothered to help u unless you ask multiple times 3) it's expensive. park in the lot next door instead.
