I have a bulging out wall from my kitchen wall and notice my sink have a black mold and i don't see any leak,I'm leaving in a condo and the hoa want to get a plumbing certification or inspection for any leak prior fixing the wall issue?

I think I have a plumbing pipe leak some where. I can't see any leak. But my water biii almost five time more than before. Do you guys come and check and find the leak?
