The Department of Urban Planning and Municipalities (DPM) was established by Law No. (5) of 2018, after the former Urban Planning Council (UPC) merged with three regional municipalities, creating one of the largest governmental entities in the region.
As the leading authority in defining the future growth of Abu Dhabi, the DPM oversees the three operationally independent municipalities, Abu Dhabi Municipality, Al Ain Municipality and Al Dhafra Muncipality.
In line with Abu Dhabi Plan, the DPM determines the future of urban development in the Emirate, ensuring key factors such as sustainability, community planning and infrastructure capacity are integrated in the planning and regulation of developments across the whole region.
The entity provides comprehensive services that raise the standard of living and quality of life for residents and visitors.
Each municipality ensures the planning, development and maintenance of road networks, lighting, community facilities and public spaces, are modern, well-connected, safe and sustainable, and enhance the aesthetic appearance of the Emirate.
Since its inception, the DPM has witnessed a positive shift towards a more streamlined process, providing a higher standard of services to the people of our Emirate.
