ICMPD is active in the Silk Routes Region (Afghanistan, Bangladesh, Iran, Iraq and Pakistan) and supports the development of better migration policies, builds capacities of ministries and raises awareness on migration routes while protecting migrants’ rights and strengthening national border management capacities. ICMPD Silk Routes also hosts the Budapest Process Secretariat.

    🌟Exciting News from India 📆 September 10, 2024- Under the aegis of the India-EU Cooperation and Dialogue on Migration and Mobility (CDMM), International Centre for Migration Policy Development (ICMPD) , in collaboration with Indian Council of World Affairs , hosted a workshop on "Facilitating Student Mobility and the Use of Educational Consultants in India." The workshop brought together over 80 participants from a range of stakeholders including Indian Ministry of External Affairs , Ministry of Education, EU Member State Representatives, EU Educational Study Abroad Programmes (e.g. DAAD India, Campus France India , Uni-Italia India, Nordic Centre in India, etc), EU MS Educational Institutions and Universities, International Collaboration Departments of Indian Universities, State-level Departments, Academia and Private Sector representatives. 💡 Participants explored ways to promote student mobility within the India-EU corridor, discussed practical strategies to build awareness among EU universities on the challenges and advantages of student recruitment in India, and the use of Educational Consultants. 📰The dissemination of the EU Blue Card Checklist, a knowledge tool aimed at Skilled Indian Migrants in the EU, was also launched at the workshop by the dignitaries from the Government of India and the European Union. Looking forward to continue our efforts – in collaboration with Ministry of External Affairs, India , European Commission, Delegation of the European Union to India, International Labour Organization, Indian Council of World Affairs, in the promotion of safe, legal, and orderly mobility between India and the EU (and vice-versa) to achieve the joint commitments outlined within the #EUIndiaCAMM.     September 4, 2024, ICMPD, in collaboration with the Immigration Wing of Federal Investigation Agency (FIA), has organised an event to mark the inauguration of two pivotal advancements in FIA Immigration functions. Three Lines of Border Control Concept: A multi-layered framework designed to enhance the efficiency and security of border management at Islamabad, Lahore, Multan, Karachi, and Peshawar International Airports, along with the upgraded forensic laboratory. Risk Analysis Unit (RAU): A new unit at FIA HQ that will strengthen situational awareness and cross-border threat detection, and enhance the overall risk management capabilities of Federal Investigation Agency (FIA). The proceedings featured in-depth presentations on the two initiatives, complemented by remarks from @FIA, International Centre for Migration Policy Development (ICMPD), and key international partners including @EUPakistan @DKinPK and @AustriaInPAK These initiatives are a collaborative effort under the Danish Ministry of Foreign Affairs-funded Rights Based Border Management (RBM) in Silk Routes Countries Project and Support to Federal Investigation Agency’s Capacities for Enhanced Risk Management (RAPAK) project, funded by the European Union under the Migration Partnership Facility and by the Republic of Austria.     Islamabad, 30 July 2024: On the occasion of World Day against Trafficking in Persons, ICMPD, UNODC, ILO, IOM, SSDO and FIA reaffirm their commitment to combat child trafficking and labour in Pakistan. Stakeholders from various international organisations and the Government of Pakistan reaffirmed their commitment to strengthening collaboration and accelerating efforts to combat human trafficking. The event, under the global theme “Leave no child behind in the fight against human trafficking,” was a collaborative effort organised by the United Nations Office on Drugs and Crime (UNODC), the International Centre for Migration Policy Development (ICMPD), the International Labour Organization (ILO), the International Organization for Migration (IOM), and the Sustainable Social Development Organization (SSDO), in partnership with the Federal Investigation Agency (FIA). Children make up a significant proportion of trafficking victims worldwide, with girls disproportionately affected. Rising inequalities and globalisation have fuelled complex trafficking networks that challenge traditional legal frameworks, creating new forms of slavery. Online platforms further expose children to sexual exploitation and gender-based violence, enabling traffickers to exploit victims across borders. Country Representatives from UNODC, ICMPD, ILO, IOM, and SSDO underscored the importance attached to the protection of children and stressed that targeted measures are essential to reduce their vulnerability to trafficking. Closing the high-level segment Director General FIA Mr Ahmad Ishaque Jahangir (PSP) emphasized, “Human trafficking, particularly child trafficking, is a serious human rights violation that demands our unwavering attention and action. In Pakistan, the FIA has been leading efforts to combat this heinous crime. Our work is significantly enhanced through collaboration with our esteemed partners. This joint event is a testament to our unified response and shared commitment to eradicating trafficking in persons.     📰 Within the framework of the Danish funded project Rights-Based Border Management in Silk Routes countries, the International Centre for Migration Policy Development (#ICMPD), has established second line of control offices at major airports across #Pakistan, including Islamabad, Lahore, Karachi, Multan, Peshawar as well as the Technical Laboratory at the FIA Headquarters. The offices are equipped with advanced technology and staffed by trained officers, allowing Federal Investigation Agency (FIA) Immigration officers to conduct more thorough and detailed inspections.🔎 The impact of this initiative will be significant as it will improve the ability of immigration officers’ ability to handle complex cases of travel document forgery and ensure that Pakistan’s border control measures are more robust and comprehensive. 📝 The second line offices are established as a three-part training programme, conducted for officials from at Islamabad, Lahore (including Multan), Karachi (including Quetta) and Peshawar (including Torkham) comes to an end. This comprehensive training covered various aspects of border management, including document security, behavioural analysis and personnel assessment, risk assessment, and the knowledge about new trends in forgery. The training also covered some contemporary topics such as API and PNR and also had additional sessions on the upcoming IBMS 2, which is an indigenous initiative of FIA. 🖥 The training programme, together with the establishment of the second line offices will enhance the skills and knowledge of our officers but also strengthened our border control infrastructure. #BorderSecurity #CapacityBuilding

    We are pleased to share that ICMPD successfully organised the IBM National Project Steering Committee (NPSC) Meeting in Pakistan. This event, chaired by Mr. Ayub Chaudhry, Additional Secretary, Border Management Wing (BMW), Ministry of Interior, and Mr. Sabastien Lorion, Team Leader, Governance and Human Capital Development, EU Delegation Pakistan, brought together key officials from the Federal Investigation Agency (FIA), Danish Embassy and Foreign Office, DG Home, and Frontex. The meeting aimed to present project progress, discuss impacts, and seek feedback on the future course of the programme.     📰 Exciting development from Pakistan. Under the framework of the EU funded, IBM in the Silk Routes Countries Project, ICMPD and the Ministry of Interior (MOI) of Pakistan organized a 2-day workshop on 3-4 July, aimed at finalizing Pakistan's first Integrated Border Management strategy and developing an IBM policy. 🌟 The workshop, chaired by MOI, brought together 20 civilian and military core and support border management agencies and related Ministries. Valuable feedback was received, and a clear way forward was charted on governance framework, action plan development, and operational and tactical coordination for implementation.     Yesterday, on June 27th, the Budapest Process gathered 82 esteemed participants from over 40 countries and organizations for the 34th Senior Officials Meeting, hosted by the Government of Sweden. 🌍🤝 The day was marked by intensive discussions, negotiations and collaborative efforts, resulting in significant progress towards adopting the new Ministerial Declaration and Action Plan during the upcoming Ministerial Conference, scheduled for November 2024 in Budapest. 📅✨ On behalf of the Türkiye and Hungary as Chair and Co-Chair of the Budapest Processs, we thank all participants for their invaluable contributions, with a special thanks to the government of Sweden as Rapporteur of the Reference Group and hospitable host.     A cohort of 13 immigration officers from the Federal Investigation Agency (FIA) stationed at Peshawar airport and Torkham land border crossing point (BCP) completed an advanced 10 day training programme to prepare them to act as advanced document examination and border control experts at international airports, at the so-called 2nd line border control point. The training programme, consisting of three parts and completed under the framework of the Danish funded Rights-Based Border Management in the Silk Routes countries project, is part of a wider initiative seeking to introduce 2nd line control offices at air BCPs across Pakistan. The aim is to enhance the capacity of the FIA to intercept fake and fraudulent travel documents, and mitigating risks associated with irregular migration and transnational crimes, while maintaining a strong commitment to upholding the human rights of all individuals at the border.
