About us

The Kimberley Land Council was formed in 1978 by Kimberley Aboriginal people as a political land rights organisation. Today, we have grown to become the peak Indigenous body in the Kimberley region working with Aboriginal people to secure native title recognition, conduct conservation and land management activities and develop cultural business enterprises. We are located in the vast Kimberley region of northern Western Australia. Our region is known for its strong and significant Aboriginal culture and heritage that dates back more than 50,000 years. We continue to work to ensure that our land, law, language and culture lives on and continues to be vibrant and long-lasting. We do this by getting back our country, looking after our country and securing our future. The Kimberley covers about 423,000 sq km with an estimated population of 35,000 people – half of whom are Indigenous. Kimberley Aboriginal people have undergone rapid and significant changes since European colonisation but we have resisted, survived and adapted. The Kimberley Land Council was set-up for the benefit of all Kimberley Aboriginal people and works with about 25 native title groups to get native title recognition, conduct conservation and land management activities, create cultural business enterprises and improve socioeconomic circumstances. We are one of the biggest employers in the Kimberley, employing about 130 staff across the divisions of native title, legal, land and sea management, corporate services and finance. We have offices in Broome, Kununurra and Derby as well as smaller satellite stations in remote communities that act as a base for Kimberley Ranger Network teams.

    The Gambanan Statement 🌊 On Thursday 22 August, at the 2024 AGMs, the five representative organisations of the Kimberley issued The Gambanan Statement. Acknowledging the 2024 theme ‘Tides change, Together we stand strong’, the statement recognises the resilience and strength of Kimberley Aboriginal people in the wake of the failed referendum. The statement outlines how Kimberley Aboriginal people desire to work with government and industry. It calls for genuine partnerships that recognise and celebrate our legal rights as a basis for sustainable wealth creation and intergenerational transformation. It urges for fundamental and defining change to the systems and structures that continue to perpetuate the exclusion of Aboriginal people from the modern Australian economy.     We’re getting on with establishing the Nature Repair Market. This market will make it easier to invest in nature conservation and repair – without the risk of greenwashing. It’s an important part of our Nature Positive Plan – helping to protect the places and species that Australians love. We’ve appointed the first-ever Nature Repair Committee to advise me on the set up and integrity of this market, and biodiversity methods. I’m delighted to be able to draw on the expertise of Chair, Steve McCutcheon, James Fitzsimons, Brendan Foran, Tyronne Garstone, Fiona Simson and Siobhan Toohill. Their collective knowledge across agriculture, ecological science, economics, Indigenous knowledge, land management and environmental markets will help us deliver a successful Nature Repair Market.

    We're in Karratha this week, sharing progress on the East Kimberley Clean Energy Project with the Developing Northern Australia Conference. Interest in the project, and the Aboriginal Clean Energy Partnership that is developing it have been overwhelming, showing a growing appetite for new ways of partnering with Traditional Owners. Pollination Head of Projects Rob Grant and Kimberley Land Council CEO Tyronne Garstone told delegates the project -- which involves building a large-scale solar farm to power a green hydrogen and green ammonia export production hub in the East Kimberley -- is progressing well . "With the ACE partnership having 75 per cent Traditional Owner ownership it allows us to have co-design and co-decision making at the heart of this project," Tyronne Garstone said. "We're ensuring that we are deciding who we will partner with and how the project will work on our country -- making sure we stay true to our social, cultural and environmental values." Rob Grant said Pollination was proud to be an equal shareholder in the partnership, alongside MG Corporation, Balanggarra Aboriginal Corporation RNTBC and Kimberley Land Council. "To this partnership Pollination is bringing our clean energy development expertise, as well as our connections to capital and industry," Rob said. "When we combine this contribution alongside our partners’ land, Country and culture it makes for a powerful and impactful partnership."     The Nyul Nyul Rangers welcomed the Minister for Indigenous Australians Linda Burney to their ranger base in Beagle Bay earlier this month. KLC Chair Anthony Watson, Deputy Chair Trevor Cox, Deputy CEO Sarah Parriman and Land and Sea Unit Manager Daniel Oades gifted Minister Burney a framed boomerang made by Mr Watson to thank her for support of the Indigenous Ranger Program (IRP). The Rangers and KLC leadership sat with Minister Burney to discuss success of the IRP in the Kimberley and look forward to hearing the outcome of KLC's funding application for expansion of the program. Minister Burney visited Beagle Bay to conduct community consultations on the design of the Remote Jobs and Economic Development (RJED) program.

    The KLC would like to acknowledge the sad passing of founding member and inaugural KLC Chairman Mr Chulung, and we extend or sincere condolences to his family. Known as Wangaloo, Brave One, Mr Chulung was elected as Chairman of the KLC, along with Co-Chairman Jimmy Bieundurry, on 20 May 1978, at a gathering of more than 1000 Kimberley Aboriginal people at Noonkanbah. A trailblazer and advocate, Mr Chulung stood up to those who were opposed to Aboriginal rights and aspirations through his leadership of the KLC, and his many years working at the Aboriginal Legal Service (ALS). Living most of his life in Wyndham and Kununurra, he was re-elected to the Chairman’s role in 1987, leading the KLC’s response to the Royal Commission into Aboriginal deaths in custody and the KLC’s opposition to the 1988 bicentennial celebrations. “He was a leader that got behind Aboriginal legal rights during his days at the ALS and came to Noonkanbah to talk about our rights from his experience,” KLC Chair, Anthony Watson, said. “He wanted to help his mob and he wanted to be involved with the land council. It was like starting up a vehicle, without really knowing where you’re going, but you know there’s a long road to come.” In honour of Mr Chulung’s legacy, and with permission from his family, we share these memories from the KLC archives.
