Energy markets have shifted from a few large dispatchable generators to numerous smaller and distributed intermittent generators, increasingly joined by storage. These new owners and operators realize that for successful investment returns in such a fast-changing landscape, they need to proactively manage their plant on both sides of the substation. Overwatch Energy was formed in 2019 specifically to help them meet these market-side operational challenges. Combining the best power sector operators with smart systems and processes, Overwatch manages financial and regulatory risks around the clock for renewable generation and storage assets.

    The Court Declares that...PASA Matters   Last week the owners of Pelican Point Power Limited became $900,000 poorer for "failing to comply with [their] legal obligation to disclose short term availability information" - or more specifically, comply with their ST and MT PASA obligations.   We highlight this judgement because we often see PASA obligations as poorly understood and not well respected. It seems one thing to be thinking 5 minutes ahead about a financial rebid, but bidding your capacity 8 days out seems to demand a different mindset - and often involves different people.   However, this $900,000 fine shows that timely and accurate PASA reporting does matter. As wind, solar and increasingly large scheduled BESS become more vital to power system security, so too does accurately reporting the future availability of these power stations.   The Pelican Point error was failing to declare an increase from 224MW to 320MW over 2 days - under-reporting by a modest 96MW. Think of a site team taking out some turbine clusters or inverter strings for maintenance, finishing a couple of days early, not updating your PASA and you're in the same situation.   “It is not a matter of set and forget when it comes to information submitted to AEMO – participants must continually monitor market conditions, plant capabilities and other relevant factors and notify AEMO promptly of relevant changes,” the Chair of the AER said.   So, if you are unsure of your PASA obligations or not on top of them, then get in touch. It may be fine, until you get one.

    Want summarised data on every unit in the NEM? Last Thursday we released the fifth edition of our annual Generator Statistical Digest (the GSD2023). For each generating unit currently operating in the NEM, the report provides operating and financial performance metrics for the past ten calendar years (2014 to 2023), with more focused stats on performance throughout 2023. It includes key metrics such as spot revenue, FCAS revenue, FCAS costs, bid volumes within price bands, involvement in price setting, number of rebids, average price captured, top 5 binding constraints, energy harvest within price bands, etc. etc. New in this year's edition, we now provide more calculations to summarise curtailment for Semi-Scheduled wind and solar generators. Also new is FCAS bidding behaviour summaries for those units registered in these markets.     Did Your Automated Bidding Software Crash or have a Near-Miss on the 13th? With so many wind and solar farm owners now relying on software to automate their bidding (ABS), it was interesting to see how well or badly some of those systems read and responded to the market events of 13th February.    The cascade of physical events triggered changes in market mechanisms and pricing regimes and an alphabet soup of acronyms (ROP, DPV, VoLL override, MPC, OCD, LOR3, RERT etc.). They also triggered some eye-watering pricing (for example, $16,600 x 100MW for an hour = $1.67million), so making the right bidding decision over those short number of minutes, whilst still remaining compliant, could mean earning or losing huge sums of money if you are merchant.   You had to be something of a NEM geek to understand it, particularly ‘in real time' as events quickly unfolded. Fortunately for our clients, our team do have decades of NEM experience and in some instances we intervened in the ABS systems, with significant financial benefit to them. We're now also feeding those observations back to our clients and their ABS vendors. Most of the impact was in VIC but owners in other regions might want to treat this as a 'near miss' and ask themselves if this event had happened in their region, would they be delighted or miserable with their Week 7 settlement statement?   If you would like to understand how well your asset performed on the 13th or are worried that you over-rely on software, then get in touch.
