Louisiana Sports Betting Parish Measures were on the ballot in each of Louisiana's 64 parishes as legislatively referred ballot questions on November 3, 2020.[1]

A "yes" vote supported allowing sports betting, subject to legislative regulation and taxation, within each parish in which this question is approved.

A "no" vote opposed allowing sports betting within each parish in which this question is approved, thereby continuing to prohibit sports betting within that parish.

These referendums authorizing fantasy sports were approved in 55 of the 64 parishes.[2]

Measure design

Senate Bill 130, passed by the Louisiana State Senate on May 13, 2020, was designed to ask the voters in each of Louisiana's 64 parishes whether or not to authorize sports betting within the parish. If a majority of voters in the parish support authorizing sports betting, sports betting would be allowed in the parish after state laws are passed providing for the regulation of such activities.[1]

2018 fantasy sports parish referendums

The Louisiana Legislature referred similar measures to parish ballots in 2018 to authorize fantasy sports contests. In 2018, House Bill 484 (HB 484) provided for the fantasy sports parish ballot measures. In parishes that approved the measure, online fantasy sports contests, including daily fantasy sports (DFS), were permitted. In parishes that rejected the measure, online fantasy sports contests continued to be prohibited. Voters in 47 parishes approved measures authorizing fantasy sports. Voters in 17 parishes rejected the measures.

HB 484 defined fantasy sports contests as simulation sports games played through the internet or mobile devices in which participants create teams based on the current rosters of actual amateur or professional sports teams and win prizes and awards. The bill allowed the Louisiana Gaming Control Board to license and regulate fantasy sports contests.

In Louisiana, a simple majority vote in both chambers of the state legislature is required to refer a statutory measure to the ballot. The governor's signature is also required to refer such a measure.

Senator Cameron Henry (R-9) introduced the measure, Senate Bill 130, on February 25, 2020.[10]

The Louisiana State Senate passed the bill in a vote of 29-8 on May 13, 2020. The Louisiana House of Representatives passed the bill on May 17, 2020, in a vote of 71-23 with nine representatives absent. On June 12, 2020, Louisiana Governor John Bel Edwards (D) signed the bill sending the measure to each parish ballot.[10]
