Over twenty-five (25) years experience working on international infrastructure and development projects, funded by a variety of municipal, governmental and multilateral agencies in the Caribbean. I provide strategic leadership to international development portfolios, working in collaboration with a variety of stakeholders spanning government, not-for profit international development agencies, donors, the private sector, and the academic community.

I foster climate mitigation, adaptation, disaster risk reduction, resilience and investment efforts, protection of biodiversity and support an enabling environment that facilitates the region’s NDCs and SDGs. Specialist in managing complex multi-country portfolios, with a variety of actors.

Skills include:
•Implementing and managing donor (USAID, IDB, World Bank, Canada, UK, Germany) funded projects as staff of donors or implementing partner. At the policy and operational level, I worked on renewable energy, sustainable water, sustainable livelihoods, blue, green and circular economy, social protection systems, access to climate finance, disaster risk finance and insurance, debt management and public financial management, gender equality and just transition, nature-based solutions, fisheries and coral reefs.
• Portfolio and project management of donor loan and grant programmes (93 operations worth US$538 million) and capital budgets (315 activities worth CDN$830 million).
• Identification and establishment of business partnerships across local, national and international networks to develop, execute and manage projects across many sectors.
• Assisting Governments with the development of Regulatory and Policy Frameworks for Sustainable Water, Energy, Disaster Risk Finance and Climate Resilience.
• Preparation, evaluation, management, monitoring and evaluation of development projects, including the development of Request for Proposal (RFP), Bidding Evaluation Criteria, and Terms of Reference (TOR) for a variety of specialized consultancies/projects.

    • Performing quality assurance for Climate and Disaster Resilience portfolios internally (FCDO) and externally (overseeing UK Aid through IPs and IFIs – World Bank, IDB, CDB - including review of board papers, strategies and policies);
    • Supporting the development and rollout of Annual Work Plans (AWPs), Monitoring and Evaluation and project implementation plans;
