Specifically, I am:
1) Lead for Disaster Risk Finance & Climate resilience work in the English-speaking Caribbean. This includes supporting the introduction of DRF mechanisms and policies (including risk layering strategies and new risk transfer products (parametric insurance, catastrophe bonds, shock responsive social protection, etc.)

2) Supporting Oversight and Implementation of strategies and programs for Climate and Disaster Resilience at the regional, national and community level by:
• Conceptualising, designing and managing of projects promoting Climate and Disaster Resilience for Caribbean SIDS;
• Performing quality assurance for Climate and Disaster Resilience portfolios internally (FCDO) and externally (overseeing UK Aid through IPs and IFIs – World Bank, IDB, CDB - including review of board papers, strategies and policies);
• Supporting the development and rollout of Annual Work Plans (AWPs), Monitoring and Evaluation and project implementation plans;
• Representing UK at technical coordination meetings. Climate diplomacy coordinator for Caribbean for 3 years for UN COP meetings (Climate Change and Biodiversity).

3)Contributing to the UK’s Caribbean Development Agenda through:
• Supporting the development of projects and programs based on the UK’s International Development Strategy, country needs and donors’ priorities.
• Analysing information on programs, partners, donors, including preparation of substantive briefs for senior UK officials on delivery of UK Aid, highlighting areas of cooperation and opportunities.

4) Providing expert policy advice and knowledge management, including contributions to knowledge networks for Energy, Climate, Agriculture and Food Security, including identification and synthesis of best practices and lessons learned. Show less

I led conservation efforts for the program in the Eastern Caribbean, including Antigua and Barbuda, British Virgin Islands, Dominica, Grenada, St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines, and the U.S. Virgin Islands. The main areas of work are Coral Reef restoration, Ocean Conservation (Marine Managed Areas, Sustainable Fisheries) and Climate Change adaptation (Coastal Resilience for communities, Ecosystem Based Adaptation).

GWP provides a neutral platform for states, government institutions (national, regional and local), intergovernmental organisations, international and national non-governmental organisations, academic and research institutions, and the private sector to take an integrated approach to the coordinated development of water resources.and management of water, land and related resources.

• Reviewing, with senior Government officials, the performance plan on project implementation and follow-up on agreed performance targets. Responsible for coordinating the local portion of the multiple agency County Procurement Assessment Report.
• Advising on financial management, accounting and auditing issues for projects in the Jamaica portfolio, including designing and implementing institutional strengthening and technical assistance initiatives. Improved disbursement performance by 312% and developed programme for audit report compliance.
• Participated in the design, preparation, appraisal and supervision of a number of projects in the Portfolio as a member of multi-disciplinary teams, managing selected tasks.
• Chaired and participated in a number of Donor Working Groups, responsible for the formulation of strategy for lending in Jamaica.
• Advised the Government of Jamaica and Non-Government Organizations on implementing and monitoring IBRD programs and projects, including advice on procurement, project management and supervision, as well as coordinated with Headquarters on outstanding implementation issues.
• Conduct training programs for implementing agencies on IBRD policies and procedures to facilitate project implementation.
