It's deeply concerning to see the complete withdrawal of the German expression of interest (IBV) for PV manufacturing. After more than a year of intense efforts, consortium formation and planning that has involved many of our member the budget allocated for the reconstruction of PV manufacturing in Germany has been entirely removed from the national budget. This decision is both frustrating and disheartening, as it represents a significant setback for the EU PV manufacturing sector.

Check out the new ESIA paper, that several of our members have contributed to, that address the electricity prices for the energy-intensive segments of the PV manufacturing value chain, like metallurgical silicon, polysilicon, ingots, wafers or solar glass.

Today, a milestone for the European solar industry has been reached – the Net-Zero Industry Act (#NZIA) has been published in the Official Journal and comes into force tomorrow across all 27 EU Member States. This enables the Member States to apply NZIA provisions in public procurements, auctions, and other forms of public intervention. At the European Solar Manufacturing Council (ESMC), we welcome NZIA as a key instrument to foster a competitive, sustainable, and resilient EU net-zero industry. This framework is crucial, especially amidst the global challenges faced by ESMC's members, the European PV manufacturers. Zygimantas Vaiciunas, Policy Director at ESMC, emphasizes, "Today marks a new era for European PV manufacturing and other net-zero technologies. We expect Member States to green-light sustainable and resilient European-made solar modules in public procurements and auctions immediately." ESMC continues to advocate for early implementation and mobilization of Member States. Austria has just announced an incentive program for PV systems larger than 35 kW that utilize European-made modules. This initiative, which offers a 20% higher subsidy, is a significant step in promoting local manufacturing, securing the supply of strategic energy technology, creating jobs, and advancing the energy transition. After dialogues with the Austrian government, we are delighted and relieved to see this initiative become a reality. We support this program, not only as it strengthens the European PV manufacturing sector — but also sets a remarkable example for other EU Member States to follow. The Net-Zero Industry Act (#NZIA) has been adopted in the Council of the European Union! This marks the final decisive step before its publication in the Official Journal and subsequent legal enforcement. The NZIA is among the first EU-level instruments designed to enhance the competitiveness of European manufacturing industries, including solar PV. The journey from proposal to adoption took just over a year—a notably swift process given the necessary European Union procedures. The success of the NZIA now hinges on how quickly the European Commission adopts the Implementing Act and how determined Member States are in integrating NZIA provisions into national public procurements, auctions, and other public interventions. European Solar Manufacturing Council (ESMC) and our member companies anticipate swift action, as the EU PV manufacturing industry urgently needs the first procurements and auctions with #NZIA non-price and pre-qualification criteria in place. This expectation is strengthen by the commitment of 23 EU Member States to early NZIA implementation as of mid-April (https://lnkd.in/dmyNPZ68). The coming months will reveal the maturity of these commitments. At ESMC, we are proposing that Member States make quantitative commitments for PV offtake at least through 2024-2026, until the NZIA is fully enforced across all areas.
