The CyberPeace Institute has been following the first week of the Reconvened Concluding Session (29 July to 9 August) of the United Nations Ad Hoc Committee negotiating a #UN #cybercrime Convention that has now come to an end. Although a large part of the Convention has already been agreed ad referendum, a lot of discussions remain open - including on key articles relating to the scope, to minimum safeguards, to the number of ratifications needed for the Convention to enter into force, or on the title of the Convention itself. While the private sector and the civil society have been vocal throughout the process, they tried once again to convince the delegations about the threats this Convention presents, including for fundamental rights and the digital ecosystem. Regarding Human Rights and the inclusion of a stronger gender perspective, the CyberPeace Institute is disconcerted to hear that some delegations still put into question the few provisions that provide the bare minimum in terms of safeguards. The informal consultations will continue during the weekend. The Committee hopes to reach a consensus by next week. However, considering the current situation, it is very complicated to foresee what the outcome of this second week of negotiations will be. The CyberPeace Institute remains concerned and supports the statements and efforts made by the civil society during this last session.
