Time flies... SB60 took place in Bonn last month and COP29 in Baku is only four months away. Following the failure to adopt decisions on Article 6 at COP28 in Dubai, the June UN climate conference in Bonn (SB60) saw a new, reinvigorated spirit of compromise between countries. Agreements were reached on relatively minor issues relating to emission avoidance, the treatment of confidential information and common nomenclatures for reporting. Also, draft decision texts on both Article 6.2 and 6.4 were forwarded for further discussions at COP29 in Baku. However, real progress on the few thorniest outstanding issues remained limited. To resolve these highly complex matters, IETA expects a need for significant intersessional engagement, both at technical and political level, in order to facilitate an agreement in Baku. Honored to be covered by Forbes Vietnam to outline key recommendations for the development of Viet Nam’s #carbonmarket framework, together with Dr. Michael Mehling and Roxanne Tan. 🌏 Vietnam is one of the largest and fastest growing economies in Southeast Asia. By introducing an Emissions Trading Scheme (ETS) for its heavy-emitting sectors and leveraging the potential of the VCM and Article 6, the country can accelerate its energy transition and foster green growth. 💹 Incentivizing industries to invest in low-carbon innovation can be achieved through the establishment of a clear, predictable, and steadily increasing price signal. Transparency in design, allocation, targets, and trading will be important factors for success. Robust governance, including coordination between ministries and rules for enforcement, will also be critical to provide trust in the market. Over time, international linkages should be explored to allow for the most cost-efficient mitigation to take place. 🏭 Following these principles, I am hopeful that Vietnam can establish a carbon market framework that delivers for both its people, the economy and the planet. Discussing safeguards, benefits sharing and the just transition, it was clear that the main message was trust.
