Subsidiarity Monitoring Network
The Subsidiarity Monitoring Network (SMN) was set up to facilitate the exchange of information between local and regional authorities and the Union level through the whole policy cycle regarding various documents and legislative proposals which, once adopted, will have a direct impact on these authorities and the policies for which they are responsible.
Its members include Parliaments and Governments of regions with legislative powers, local and regional authorities without legislative powers and local government associations in the European Union. It is also open to CoR national delegations and chambers of national parliaments.
Mission
- Enabling local and regional authorities to be active in monitoring the application of the subsidiarity and proportionality principles
- Supporting regions with legislative powers through REGPEX – a subnetwork of the SMN open to parliaments and governments of regions with legislative powers
Key activities
- Supporting parliaments and governments from regions with legislative powers via specific platform REGPEX during the Early Warning System period
- Raising awareness of the practical application of the subsidiarity principle and facilitating best-practice exchange
- Keeping CoR rapporteurs and members informed about contributions regarding subsidiarity and proportionality from a representative network of local and regional authorities
- Identifying measures for better law-making, cutting red tape and increasing the acceptance of EU policies by EU citizens
- Facilitating inter-institutional dialogue on subsidiarity through a biennial Subsidiarity Conference

European Cross-Border Platform
The European Cross-Border Platform gathers actors in cross-border cooperation from border cities and regions to EGTCs and Euroregions.
Mission
The Platform advocates for new approaches and policy solutions for cross-border regions, contributing to their social and economic growth while building a common European future.
Key activities
- Organises annual meetings with cross-border actors to advise CoR's work on cross-border cooperation;
- Engaging other EU institutions on the issues of mutual interest of cross-border communities.

European Grouping of Territorial Cooperation
The European Grouping of Territorial Cooperation facilitates cross-border, transnational or interregional cooperation by creating one single legal entity.
Mission
Enable regional and local authorities from different Member states to cooperate more effectively, for instance, by allowing them to directly apply for and manage European funds and better structure their cooperation
Key activities
- The CoR is the official EU register of the EGTCs
- Provides advice to local and regional authorities wishing to create an EGTC, as well as the already existing EGTCs.

Network of Regional Hubs for EU Policy Implementation Review (RegHub) - Pilot project
The Network shall provide feedback about the implementation of EU legislation at local and regional level. It is coordinated by the CoR. A pilot phase starts with 20 regions. Regions setup regional hubs to provide their practical experiences in implementing EU-policies.

- Providing timely, systematic and coherent feedback about the implementation of EU legislation at local and regional level
- Ensuring a better involvement of local and regional actors at an early stage of the EU legislation process by providing a direct contact point at regional level
- Providing an information hub in the region about the ongoing efforts of the EU in the field of better regulation (information about public consultations, implementation plans, web-sites, etc.)
- Strengthening the focus on improving existing EU legislation and its application at local and regional level by promoting partnership and multi-level governance
- Providing a permanent mechanism for promoting simplification and interregional learning in applying and further developing EU legislation

Cities and Regions for Integration
Cities and Regions for Integration initiative provides a political platform for European mayors and regional leaders to showcase positive examples of integration of migrants and refugees, share relevant information and promote diversity as an added value to building inclusive cities and ensuring social cohesion.
Mission
- to support the integration of migrants and refugees
- to give a stronger voice to small municipalities, mid-size cities and regions and encourage cooperation between smaller localities, cities and regions
- to contribute to presenting stronger narrative of solidarity and countering disinformation in this field

- organisation of political roundtables and high-level conferences
- development and promotion of proposals for EU integration policies
- collection of good experience and practices (interactive map)
- facilitation of exchange of good practices
- provision and dissemination of information on integration (funding opportunities, events, good practice, etc.)
