Bisher benötigten Solarmodule über zwei Quadratmeter auf Dächern bis 75 Grad Neigung eine komplexe Genehmigung. Im Oktober 2023 erhöhte das DIBT die zulässige Einzelfläche auf drei Quadratmeter. Einige Bundesländer, wie Hessen, Bayern, Niedersachsen und Nordrhein-Westfalen, haben ihre Bauordnungen bereits angepasst. Baden-Württemberg folgt im Juli 2024, und die meisten anderen Bundesländer planen eine Umsetzung bis Ende 2024.
