    New Certification Rules for Paint Products in China According to Announcement No. 9 of 2024 from China’s State Administration for Market Regulation, water-based interior wall paints are now be included within the scope of CCC (China Compulsory Certification). This certification requirement took effect starting July 1, 2024. This means that water-based interior wall paints require CCC certification to be approved for import, sale and use in China. As per the April 8, 2024 announcement from the State Certification and Accreditation Administration, CQC has issued the CQC-C2101.01-2024 “Implementation Rules for Compulsory Product Certification – Paint Products,” replacing the previous version for solvent-based wood coatings. The new rules, based on CNCA-C21-01:2024, apply to both solvent-based wood coatings and water-based interior wall paints.     China's GACC introduces new Registration System for Imported Food On August 13, 2024, the China General Administration of Customs (GACC) announced the introduction of a new registration system for imported food products with Announcement No. 105 [2024] to improve the registration process. In most cases, foodstuffs require GACC registration in order to be approved for import and distribution in China. Exporters, agents and importers of food products can submit their applications through the official GACC platform. After registration, foreign exporters and agents receive an 18-digit uniform code, while importers use their uniform social credit code for customs clearance. Companies that are already registered will automatically receive the new code, as old registration numbers will become invalid.     India Sets 2025 Deadline for 5G Network Security Certification India’s National Center for Communication Security (NCCS) has announced the introduction of Mandatory Security Certification (MSC) for the Session Management Function (SMF) within the 5G Core network. This requirement will take effect starting January 1, 2025. The SMF is a crucial component in 5G networks, managing user equipment (UE) connections, including IP address assignment, traffic control, data flow direction, charging support, and interaction with other network elements. Telecommunication products typically require TEC Certification to be approved for import and sale in India. Although the MSC will be compulsory from 2025, the NCCS has launched a voluntary certification program for SMF components, allowing manufacturers and network operators to secure security certificates ahead of the mandatory deadline. This voluntary process will be available until December 31, 2024. The TEC certification has been mandatory since April 2019.     Korea's SK hynix invests over 77 Mil Dollar in AI and HBM Semiconductor Market SK hynix has announced a significant investment plan of 103 trillion won (approximately $7.63 billion) over the next five years to strengthen its position in the semiconductor market, particularly in the field of High Bandwidth Memory (HBM). This initiative focuses on advancing next-generation memory technologies and expanding production capacity to meet the growing demand in the artificial intelligence (AI) sector. The investment reflects SK hynix’s commitment to maintaining leadership in the AI semiconductor ecosystem. Products and components relevant to production equipment for semiconductor production usually require KCs Certification in order to be approved for import and sale in Korea. The investment, unveiled during a management strategy meeting in Icheon, Gyeonggi Province, will see around 80% of the funds allocated to AI-related sectors, especially HBM memory.     Implementation Rules for Certification of Stationary Echelon-Use Batteries for New Energy Vehicles Last year, the Certification and Accreditation Administration of China (CNCA) released an official statement announcing the implementation rules for the certification of stationary echelon-use batteries used in new energy vehicles. The announcement, titled “Implementation Rules for Certification of Echelon-Use Products for New Energy Vehicle Power Batteries,” was made in accordance with the 2023 notices jointly issued by the State Administration for Market Regulation (SAMR) and the Ministry of Industry and Information Technology (MIIT). Batteries and battery-related products generally require CCC certification or specific battery-registration in order to be approved for import and use in China. Echelon-use batteries refer to the secondary or subsequent use of batteries that have been retired from their original applications, typically electric vehicles (EVs), but still retain sufficient capacity and functionality for less demanding tasks. The concept of echelon use involves repurposing these batteries for applications where full capacity isn’t necessary, thus extending their overall lifecycle and reducing waste. These rules were developed in response to the earlier 2023 notices, specifically the “Announcement on the Implementation of Certification Work for Echelon-Use Products of New Energy Vehicle Power Batteries” (Notice No. 7 of 2023) and the “Announcement on the Release of the First Batch of Certification Catalogues for Echelon-Use Products of New Energy Vehicle Power Batteries and the Establishment of a Technical Committee” (Notice No. 41 of 2023).     India’s Tablet Market Soars in Q2 2024 with Samsung Leading India’s tablet PC market, which includes both detachable and slate models, saw a significant year-on-year growth in the second quarter of 2024, reaching over 1.80 million units. This represents a remarkable increase of more than 127% compared to the same period in 2023, when 808,000 units were shipped. The surge is attributed to the fulfillment of the Uttar Pradesh education manifesto deal and unusually low shipments in the commercial segment in the second quarter of 2023. Samsung dominated the market with a 48% share, leading both the commercial and consumer segments, driven by strong participation in public sector education projects and a focused push on online sales.     HD Hyundai XiteSolution Deploys Korea’s Largest Hydrogen Forklifts South Korea’s HD Hyundai XiteSolution has recently introduced four 5-ton hydrogen forklifts at Korea Zinc Inc.’s Onsan Refinery. These forklifts will be utilized to collect data on their performance and durability in real-world conditions. Notably, these are the largest hydrogen-powered forklifts currently deployed at any logistics site in the country. With a loading capacity 1.7 times greater than the 3-ton models from other domestic manufacturers, these forklifts are particularly well-suited for heavy-duty tasks in locations such as ports and logistics centers. Hydrogen-related products like pressure vessels usually require KGS registration in order to be approved for import and sale in Korea. The forklifts are powered by a hydrogen fuel cell power pack with a 50kW capacity, allowing for a full charge in just 5 minutes and up to 5 hours of operation. This makes them more efficient than electric battery forklifts, which require 4-6 hours of charging. Additionally, they are capable of functioning in extreme temperatures, ranging from -30°C to 60°C. HD Hyundai XiteSolution is positioning itself to lead the market for large hydrogen forklifts, projecting that the hydrogen forklift market will expand more rapidly than the general hydrogen vehicle market.     CCAP updates Certification Guidelines for Automobiles in China The China Certification Center for Automotive Products (CCAP) has updated the implementation regulations for automobiles “CCAP-C11-01:2020, mandatory product certification rules automobile”. The main changes include the adaptation of the certificate contents, which added new requirements for the management and use of electronic certificates, as well as the revision of the test standards for various vehicle parts and test methods. These standards concern, among other things, gas cylinders, sights, license plate holders, safety requirements for buses, the energy consumption of electric vehicles and crane safety. Automotive products typically require CCC certification to be approved for import and sale in China. Other changes concern transitional regulations that make it possible to continue to use certificates that have already been issued, although these must be adapted in the event of changes or at the latest after the expiry of a transitional period. From 2024, new certificates will contain additional markings. Laboratories that test certain vehicle parts must adapt their capacities to the new standards and report corresponding information.     POSCO transitions to Hydrogen-based Steel Production in Korea POSCO, one of the world’s largest steelmakers, is advancing its carbon neutrality goals by transitioning to hydrogen-based steelmaking. The company has introduced a pilot facility that utilizes hydrogen instead of fossil fuels in the steel production process, significantly reducing carbon emissions. This facility, located at the Pohang Steel Works, produces up to 24 tons of molten iron per day with much lower emissions compared to traditional methods.
