The Balsem awards program is named for Civil Air Patrol’s (CAP) first Public Affairs Officer (PAO), who served as an Army Air Forces officer during World War II and then as the organization's PAO from 1949-1956.

The awards competition provides CAP PAOs with the opportunity for recognition for outstanding achievement in 11 categories.

The Six Star Salute began in 1970 when a group of Korean civic leaders decided to express their country's gratitude to exemplary enlisted soldiers serving throughout the Republic of Korea. Since then their mission of honoring outstanding Soldiers has continued.
