    Thirsty for oil and other raw materials needed to fuel its breakneck development, China is funnelling money and manpower into an expanding number of countries in order to secure access to natural resources. This effort has successfully increased Chinese oil assets over- seas but it has also exposed Beijing and Chinese national oil companies (NOCs) to significant risks. The present paper focuses on one type of risk – political risk – and how it has affected China’s global quest for oil since 1993. It starts with a brief overview of political risk. It then looks at political risk management as applied to the oil industry in general. The paper continues with a discussion of the political risk management of Chinese national oil companies over time. This includes a concise exam- ination of several instances in which the interests of Chinese NOCs have been undermined due to poor management of political risk. Recent de- velopments suggest that Chinese NOCs are learning from these mistakes and adjusting their strategies accordingly. Still China’s own socio-political context continues to hamper the ability of Chinese NOCs to deal with on-the-ground realities that are clearly much more unstable than their own.

    For oil to assume such a central role in Rousseff’s development strategy for Brazil, Rousseff needs to finalize the approval of the new legal framework, proposed by President Lula, for the unlicensed pre-salt areas. The most complex issue that Rousseff will need to overcome is oil revenue distribution, which has generated a heated inter-state debate as well as between states and the federal government. Despite the multitude of interests involved in this issue, Rousseff’s vision is expected to ultimately prevail. The end result will be an oil regime that will grant the state and Petrobras a tighter grip on Brazil’s deep-sea oil wealth, limiting the participation of foreign firms. As this new oil regime only applies to unlicensed pre-salt areas, however, foreign firms will be able to continue to operate under the existing conditions both offshore and, increasingly, onshore where new discoveries point to substantial untapped potential.

Whether other countriesfollow suit is unclear. However, the risk of a domino effect favouring Beijing is real, asunderscored by recent developments in Panama, Haiti, Nicaragua and Paraguay. Itseems that economic concerns are shaping Latin American governments’ reactions toTaiwan and China’s struggle for sovereignty. As the PRC’s trade and investment pullincreases and Taiwan’s declines, it seems that Taipei is set to lose one of its last strongholds.

    The article examines the impact of Latin America’s increased interaction with China. The initial reaction to China’s growing presence in the region was undoubtedly positive. With time, however, Latin America’s stance has changed, as both the rewards and pitfalls came to the fore. The rewards have been varied, including rapidly expanding trade flows, improved terms of trade for Latin America (as China’s strong demand for commodities has increased their world price), easier access to China’s large market, technological exchange, and raising the region’s international profile. The pitfalls include lower than expected Foreign Direct Investment (FDI) from China in Latin America, failure to implement projects as planned, “cherry picking,” growing competition from Chinese manufacturers both at home and in third markets, and lack of Chinese support for Latin American interests at the UN and the WTO. After informing the reader of the pros and cons of a rising exchange with China for Latin America, the paper discusses alternative positions that the region can adopt vis-à-vis the PRC, from trying to dramatically reduce the interaction to further deepening ties with China.
