(Centennial) filed a request seeking review and reversal of a decision of the Universal Service Administrative Company (USAC) regarding the �true- up� of interstate common line support (ICLS) universal service payments for Puerto Rico in 2004.1 Centennial alleges that USAC misapplied the ICLS true-up rules, and, in doing so, USAC concluded that Centennial had been overpaid by $5,381,641, a true-up of almost 60 percent of the total disbursement made to Centennial.2 Centennial argues that, under a proper application of the true-up rules, only a modest true-up of the amount disbursed to Centennial was appropriate.3 Centennial asserts that USAC misapplied the true-up in two ways: (1) by improperly treating long term support (LTS) payments received by Centennial in the first half of 2004; and (2) by calculating final 2004 per-line support using line counts from prior periods.4 If the Commission concludes that USAC applied the rules as intended, then Centennial requests a waiver of the rules to allow it to retain the support it actually received in Puerto Rico without application of the true-up.5 Finally, Centennial requests that the Commission direct USAC to stay its recovery of the true-up amounts from Centennial while the request for review is pending.6 1 Centennial Communications Corp.
