President Obama pulled out a victory in Colorado, a divided and hotly contested battleground state. The Romney campaign had polled favorably in Colorado and poured substantial resources into the state, which holds nine electoral votes.

Voters passed one of the highest-profile ballot initiatives in the country, legalizing the limited possession and retail sale of marijuana. The amendment allows those 21 and older to buy up to an ounce of the drug at regulated stores. Public use is prohibited, but adults will be able to grow a limited number of marijuana plants in their homes.

The state’s governor, John W. Hickenlooper, a Democrat, has been a vocal opponent of the measure. “Federal law still says marijuana is an illegal drug, so don’t break out the Cheetos or Goldfish too quickly,” he said on Tuesday night.

Washington State approved a similar initiative legalizing the recreational use of marijuana, but Oregon voted down its marijuana ballot measure.

In the House, Representative Ed Perlmutter, a Democrat, defeated a challenge from Joe Coors, a Republican from the state’s beer-brewing family. Mr. Coors had sought to elevate his profile beyond voters’ traditional associations with his family, saying in one television ad, “I’m not a beer.”

Six other incumbents also kept their House seats, including Representative Mike Coffman, a Republican who has served since 2009 and fought off the Democratic challenger, Joe Miklosi, in a close race. Mr. Miklosi had sought to unseat Mr. Coffman by painting him as a “Tea Party congressman.” In the state’s largest district, Representative Scott Tipton, a Republican who was elected in 2010, defeated Sal Pace, the Democrats’ former leader in the state House.
