  Laurent Muschel is acting director-general of HERA (Health Emergency Preparedness and Response Authority), a role he assumed in September 2023. He joined the organisation as director-deputy head in March 2023. Prior to joining HERA, Mr Muschel was director for internal security in DG HOME at the European Commission. His directorate dealt with police co-operation (including Europol), counter-terrorism, organised crime and cybercrime. He was also the counter-terrorism co-ordinator for the European Commission. Before this, he was the director for migration and protection, dealing with the management of the migration crisis, borders and the governance of the Schengen Area.

  Lea Berrang Ford

  Deputy director, Centre for Climate & Health Security (CCHS), UK Health Security Agency

  Lea Berrang Ford is head of the UK Health Security Agency’s Centre for Climate and Health Security and a research chair in Climate and Health at the Priestley International Centre for Climate. She is an expert in climate-change impacts on health, adaptation to the health effects of climate change, and the health implications of decarbonisation. Ms Berrang Ford was a lead author on the 2022 Intergovernmental Panel on Climate Change 6th Assessment Report, a co-author on the 2022 report of the Lancet Countdown on health and climate change, and led the Global Adaptation Mapping Initiative, an international scientific collaboration assessing progress on global adaptation to climate change.

  Veronica Manfredi is director in DG Environment at the European Commission, a role she has held since 2018. Her directorate is responsible for EU policies on clean and well-managed water (including the protection of all EU freshwater and marine environments, water reuse, flood-prevention, compliance with high health and environmental standards for drinking water and urban waste-water treatment), next to having oversight on EU laws and policies on clean air, environmental noise, industrial emissions, and prevention of industrial accidents. It also steers on the implementation of the Green City Accord, which aims to work towards the European Green Deal goals at local level.

  Michael G. Marmot

  Director, UCL Institute of Health Equity

  Sir Michael Marmot has been professor of epidemiology at University College London since 1985 and is director of its Institute of Health Equity. He is a visiting professor at the Chinese University of Hong Kong and co-director of its Institute of Health Equity. He is the author of The Health Gap: the challenge of an unequal world (Bloomsbury: 2015), and Status Syndrome (Bloomsbury: 2004). Mr Marmot chaired the World Health Organisation’s Commission on Social Determinants of Health, WHO Regional Commissions, and reviews on tackling health inequality for UK governments. He is former president of the British Medical Association (2010-2011), and former president of the World Medical Association (2015).

  Ilona Kickbusch

  Ilona Kickbusch is founder and chair of the Global Health Centre at the Graduate Institute of International and Development Studies in Geneva. She is a member of the Global Preparedness Monitoring Board, the World Health Organisation (WHO) Council on the Economics of Health for All, council chair to the World Health Summit in Berlin and vice-president of the European Health Forum Gastein. Professor Kickbusch chaired the international advisory board for the development of Germany’s global health strategy and advised on the establishment of the WHO Hub on Pandemic and Epidemic Intelligence. She advises EU presidencies on global health and was adviser for the revision of the European Global Health Strategy.

  Josep Figueras

  Josep Figueras is founding director of the European Observatory on Health Systems and Policies. In addition to working at the World Health Organisation he has served multilateral agencies such as the European Commission and the World Bank and has worked as policy adviser in more than 40 countries within the European region and beyond. Dr Figueras was co-chair of the Scientific Advisory Board of the Monti Commission, and a member of several governing, advisory and editorial boards, including the governance board of the European Health Forum Gastein. He started his career as a family- and community-medicine specialist in Spain.

  Raghib Ali is chief medical officer of Our Future Health and a clinical epidemiologist at the University of Cambridge, consultant in acute medicine at the Oxford University Hospitals NHS Trust and honorary consultant with the Office for Health Disparities and Improvement. Professor Ali has been involved in population health research since 2004 nationally and globally, first working on UK Biobank, then leading studies of cancer incidence by ethnic group in England and India from 2005 to 2013, and establishing the UAE Healthy Future Study.

  Head of infrastructure and sustainability management and managing director of Charité Facility Management, Charité

  Simon Batt-Nauerz was managing director in the recycling industry and in ground handling at Berlin’s airport, before moving to Charité University Hospital in Berlin, where he heads the infrastructure and sustainability department. He is also managing director of Charité Facility Management, a daughter company of the Charité, with more than 3,000 employees providing all tertiary services, including logistics, catering, security and cleaning as well as technical facility management, construction and medical technology.

  Francesca Colombo

  Head of health division, OECD

  Francesca Colombo is head of the Organisation for Economic Co-operation and Development’s health division. In this role, she leads OECD work providing internationally comparable data on health, applying economic analysis to health policies, advising policymakers and stakeholders on how to make health systems more resilient and people centred. This work encompasses trends in pharmaceutical policies, new technologies, big data and AI. Ms Colombo is a member of the Lancet Pandemic Readiness, Implementation, Monitoring and Evaluation Commission on COVID-19, the World Health Summit Council, the French government’s Commission des comptes de la santé, and has served as co-chair of the World Economic Forum Global Future Council on Health and Healthcare.

  Axel Heitmueller is chief executive officer of Imperial College Health Partners, an innovation agency working in the NHS. He is also visiting professor at the Institute of Global Health Innovation at Imperial College London and senior associate fellow at the Tony Blair Institute for Global Change. Mr Heitmuller’s professional experience includes the UK government, where he was deputy director and chief analyst at the Prime Minister’s Strategy Unit in the Cabinet Office and No 10, and most recently national director for innovation and testing strategy at NHS Test and Trace.

  Andrea Feigl is the founder and chief executive of US-based non-profit organisation the Health Finance Institute. Her previous work in academia, the public sector and international organisations has focused on preventing and treating the economic burden of chronic diseases. She has been recognised as the innovator of the Evidenced Formal Coverage Index metric for universal health-care coverage. She co-founded the Young Professional Network for Chronic Diseases and has authored several high-level reports, including Development Aid Flows for Chronic Diseases for the Center for Global Development and a leading World Economic Forum/Harvard report on the global economic burden of chronic diseases.
