Advanced thinking on nuclear energy

À propos

NEA membership consists of 34 countries representing 82% of the world's installed nuclear electricity generating capacity. The mission of the NEA is to assist its member countries in maintaining and further developing, through international co-operation, the scientific, technological and legal bases required for a safe, environmentally sound and economical use of nuclear energy for peaceful purposes. It strives to provide authoritative assessments and to forge common understandings on key issues as input to government decisions on nuclear energy policy and to broader OECD analyses in areas such as energy and the sustainable development of low-carbon economies. The information, data and analyses it provides draw on one of the best international networks of technical experts.

This week we are in Kenya to see first hand the progress made in developing the country’s nuclear energy programme. A growing population and the urgency to reduce emissions in Africa will require a significant increase of electricity production on the continent. Nuclear energy has a great potential to not only address Africa’s energy needs but to also help economic development, support sustainable development initiatives, and, above all, improve people’s lives. In recent years, Kenya has made important progress with its nuclear energy programme, which foresees the construction and commissioning of its first nuclear power plant as well as a research reactor in the next decade. It was a great pleasure to discuss these plans with His Excellency Wycliffe Musalia Mudavadi, Prime Cabinet Secretary of Kenya. During our meeting we discussed the new OECD Nuclear Energy Agency initiative, “Our Common Journey”, through which the Agency will engage with African countries interested in exploring nuclear energy. Focused on building co-operative frameworks and knowledge sharing, this initiative will help develop the necessary policies and infrastructure needed for the safe and effective utilisation of nuclear energy in Africa. I also discussed this initiative, as well as challenges related to nuclear financing and potential co-operation, with Hon. James Opiyo Wandayi, Cabinet Secretary at the Ministry of Energy and Petroleum. During my meeting with James Keter, Director General, and Omondi Anyanga, Chairman of the Kenya Nuclear Regulatory Authority ( KNRA), we exchanged views on opportunities and challenges associated with nuclear energy development in the country and discussed potential co-operation, especially in the areas of capacity building and knowledge sharing. I also met with Justus Wabuyabo, CEO of Kenya’s Nuclear Power and Energy Agency (NuPEA), to discuss Kenya's Nuclear Strategic Plan released earlier this year, as well as NuPEA’s ongoing projects and programmes and possible areas for collaboration. As an embarking country, Kenya has a great potential to set an example and pave the way for more nations on the continent to explore their nuclear energy options. I look forward to working together with Kenyan authorities on their nuclear journey.

A more than year-long journey examining national culture and its impact on #nuclearsafety culture in Japan reached a milestone on 30 July 2024 in Tokyo with the launch of the report 𝘾𝙤𝙪𝙣𝙩𝙧𝙮-𝙎𝙥𝙚𝙘𝙞𝙛𝙞𝙘 𝙎𝙖𝙛𝙚𝙩𝙮 𝘾𝙪𝙡𝙩𝙪𝙧𝙚 𝙁𝙤𝙧𝙪𝙢: 𝙅𝙖𝙥𝙖𝙣. 📑 It builds on the two-day discussions of the Country-Specific Safety Culture Forum organised in December 2023 with over 100 participants from Japanese nuclear operators, the Japan Nuclear Regulation Authority (NRA), as well as international experts and the local governments of Shizuoka, Fukui and Kagoshima. ⚛️ 📊 The report is also based on an extensive data collection exercise in Japan which included 9️⃣1️⃣ interviews and focus groups across the nuclear operations community and the NRA, gathering perspectives and information from 3️⃣6️⃣8️⃣ participants. The report notes that while the Japanese nuclear community places strong emphasis on nuclear safety and, as such, already manifests many attributes conducive to a healthy safety culture, certain national traits, such as “fear of failure”, “don’t speak up” and 𝘩𝘰𝘴𝘩𝘶-𝘵𝘦𝘬𝘪 (conservativeness), can hinder workers from feeling confident about reporting any issues, whether safety-related or not. 🦺 The OECD Nuclear Energy Agency invites the #nuclear community in Japan and beyond to use this report as the basis for further exploration of its principal cultural traits and attributes through various introspective exercises and training activities in order to further strengthen safety culture within nuclear organisations. 𝙔𝙤𝙪 𝙘𝙖𝙣 𝙙𝙤 𝙞𝙩! 💪👩🎓⚛️ The OECD Nuclear Energy Agency returned to the Fukushima Prefecture on 27-29 July 2024 for the eighth NEA International Mentoring Workshop in Japan. Organised in partnership with Japan’s Nuclear Damage Compensation and Decommissioning Facilitation Corporation (NDF), the workshop brought together 43 secondary school students from Fukushima and 4 high school students from Illinois for interactive discussions with female leaders in the nuclear sector from Japan, Korea, the United States and the United Arab Emirates. 👩🔬 Acting as mentors, they shared inspiring stories about their experiences, career paths and the personal and professional challenges overcome along the way. This year's edition took place in a unique location: Futaba town on Japan’s Pacific coastline, which was hit by a tsunami in March 2011 following the strongest ever recorded earthquake in Japan. The accident at the nearby Fukushima Daiichi Nuclear Power Plant led to the complete evacuation of the 7 000 town residents. Following an evacuation order lift in Futaba in August 2022, reconstruction initiatives are underway to rebuild local infrastructure, revitalise commercial activities and attract both former and new residents. 🏙️ Against this background, participants of the mentoring workshop had a chance to learn more about the reconstruction efforts from Shiro Izawa, Mayor of Futaba town, as well as through visits to the Great East Japan Earthquake and Nuclear Disaster Memorial Museum and the nearby Asano Nenshi Factory, the first company to return to Futaba. A tour of the Fukushima Daiichi Nuclear Power Plant provided an opportunity to learn more about the progress made and the next steps in the decommissioning process of the site.🏗️ Read more ➡️ https://lnkd.in/eKRnc6qu
