Microbial plant biostimulants are defined by the European Union as product stimulating plant nutrition processes independently of the product’s nutrient content with the sole aim of improving one or more of the following characteristics of the plant or the plant rhizosphere. Microbial plant biostimulants can be registered and marketed in the EU according to Regulation EU no. 2019/1009. Each country has its own specific marketing procedure, but also different microorganism specific requirements. The European Commission has provided updates from the Standing Committee on Plants, Animals, Food and Feed Section Phytochemicals -Legislation (SCoPAFF) meeting held on 10-11 July 2024 (https://lnkd.in/ddw9YA9V). Points relevant for the environmental risk assessment for plant protection active substances and products are as follows: - Terrestrial guidance document and indirect effects on biodiversity The Commission has sent mandates to European Food Safety Authority (EFSA) for the update of the terrestrial guidance document (non-target arthropods, non-target terrestrial plants and soil) and to develop methodology to assess indirect effects on biodiversity. The proposal for multiple application factor (MAF) by some Member States for the various different terrestrial non-target organisms will be covered by the mandate for the update of the terrestrial guidance document. - Updated EFSA Risk Assessment for Birds and Mammals The updated Risk assessment for Birds and Mammals was published by EFSA on 6 February 2023 (https://lnkd.in/d9-BFPEr). The Commission has proposed a revised cover page for the new EFSA bird and mammal guidance proposing its implementation for both plant protection active substances and products from 1 October 2025. It is also proposed that applicants could use the new guidance earlier if they wish. MS are invited to comment on this implementation proposal by 30 August 2024. - Update of Bee data requirements and of text related to active substances of biological and natural origin EFSA Guidance Document on the risk assessment of plant protection products on bees (Apis mellifera, Bombus spp. and solitary bees) will be considered when Amendments to Regulations (EU) No 546/2011 (uniform principles), (EU) No 283/2013 (data requirements for active substances) and (EU) No 284/2013 (data requirements for plant protection products) are considered. New versions of the draft Regulations will include new text concerning active substances of biological and natural origin which still fall under the scope of the data requirements Part A. In the last weeks, several conclusions were finalised by European Food Safety Authority (EFSA) with regards of modification of the existing Maximum Residue Levels (MRL) in various plant commodities for different active substances (as an example the recent conclusion on the 31st of May for potassium phosphonate (https://lnkd.in/dgRDJEz5). The MRLs modifications could be part of setting procedure or part of the review of MRL within Art.12 (https://lnkd.in/dGWdNWf9) In order to be put in force, the proposal should be discussed at SCOPAFF level. In a general context, when MRL values are changed it is crucial to identify as quickly as possible if the uses of your products are still in compliance with these. Compliance with the values could include firstly an in-depth analysis of your residue data packages related to your GAPs to evaluate the fulfilment with the new values. In fact, in some cases the new MRLs could be more favourable than before. However, if not favourable, several actions could be considered to tackle the issues highlighted during the analysis of the data packages, i.e. set up new studies and/or modification on the current uses. 🎉 Staphyt Poland is celebrating its 20th anniversary this month! On July 27th, 2004 Staphyt acquired a local company formerly known as Agrostat and less than a year later, in May 2005, Staphyt Poland was granted its first GLP certificate. 🎯 🌱 Since then, our Polish subsidiary has gone from 3 people and 1 site to a dynamic team of more than 40 people scattered across no less than 6 locations and covering the whole range of our expertise, from field trials to regulatory consultancy. Fertilising Products Regulation (FPR) – « Processed Manure » inclusion in CMC 10 Regulation (EU) 2019/1009 (https://lnkd.in/dhevswPw) authorizes the marketing of EU fertilizers that can contain animal by-products (ABPs). These ABPs must comply with CMC 10, which states that "a fertilising product may contain derived products within the meaning of Regulation (EC) No 1069/2009 (https://lnkd.in/dFbPnBFB) having reached the end point of the manufacturing chain". The work was initiated to define these end points, as soon as the FPR came into force in 2022. The end points definition refers to the stages reached in the manufacturing chain which ensure the sanitary quality of the ABP and thus the safety for public health and animals. When the ABP reaches this end point, it is no longer subject to the requirements of Regulation (EC) No 1069/2009. Delegated Regulation (EU) 2024/1682 (https://lnkd.in/dQyrwb5x) from the EC, supplementing Delegated Regulation (EU) 2023/1605 from DG SANTE (https://lnkd.in/diCPxjPh), now allows "processed manure" to be used as a raw material under the FPR, subject to certain conditions. This "processed manure" is defined in Regulation (EC) no. 1069/2009 and in Annex XI, §2, ch. I of Commission Regulation (EU) No 142/2011 (https://lnkd.in/d-p3ySkh). Work is currently in progress to determine other end points for derived product as listed in Delegated Regulation (EU) 2023/1605 (https://lnkd.in/diCPxjPh) and thus enable them to be included in CMC 10 in the near future.
